Roach Reappointed To Cop Board

By a 12-7 vote of the City Council Tuesday night mayoral appointee Danny Roach, Democratic district leader in Black Rock, will serve another term on the Police Commission. Kyle Langan, Ernie Newton, Karen Jackson, Christina Smith, Pete Spain, Maria Valle and Maria Viggiano cast no votes. Mary McBride Lee was absent.

Roach’s return to the commission–he is also its acting chairman–ends a recent effort to find new members who might be harder on Police Chief Armando “A.J.” Perez and his department. Critics of the current commission have felt that it sat on the sidelines following last year’s shooting death of 15-year-old Jayson Negron by a rookie officer and other police-related controversies, and needs more proactive, reform-minded members.

But the council has recently supported all four of the police commission reappointments that Mayor Joe Ganim submitted, Roach’s being the last and most controversial.

Roach is a prominent member of the Democratic Town Committee, a close friend and political ally of Ganim’s and was given a municipal job by the mayor over two years ago. Also the Ganim family owns the Fairfield Avenue building in the Black Rock neighborhood where Roach operates a bar, Matty’s Corner.

  1. Bridgeport City Council Members, summer sessions are over. In Bridgeport the City closed its books in June with a $2 Million unaudited surplus in the City Operating Budget. Schools have opened including the new $100 Million Harding H.S. $100 Million was the operating budget for the Police Department this past year…$50,000,000 for salaries, operational expenses and special services and $50,000,000 for fringe benefits and bond financing of fringe benefits. It pays for you to look at the numbers, the estimates from labor relations and other negotiators, that will have financial impact today and into the future, like the Fire Department approval sought tonight. Open, Accountable, Transparent and Honest…

    Frankly, though, I am more concerned with your vote tonight for the Acting Chair of the Police Commission, a man who has served that body for 20 years. His most recent term expired in 2009. Why the rush to re-appoint him in 2018? The file used by researchers in the Police Department offered to Public Safety members contained little or no cautionary current information. Secrecy and accountability cannot co-exist.

    In Bridgeport what do I reference? A young attractive woman gained a political appointment as City Attorney receptionist. She had worked with other party stalwarts on Joe Ganim’s “second chance” campaign. She had been noticed. Fast forward from 2015 when “noticed” to 2018 when the acting Police commissioner, also a Ganim political appointee found him in his Annex office with two women, 1. His wife and 2. The other woman. Words escalated as they can and do, police were called, and the “other woman” suffered a meltdown, such that a special medical report calling for 72 hour watch at a hospital was issued. Where is this report? Why has any incident report gone undiscovered by the PD, when the story is so well told in City conversations?

    The “other woman” is not working for the City at this time, but she is receiving a regular pay check as she did before. Is this sick pay or normal disability treatment? Who authorized taxpayer funds to be spent this way?

    Some of you may have heard that “the wife”, in this case, visited my home after dark the evening of August 23. She informed me that the story elements were ruining her marriage. She claimed the story untrue. She also revealed that she knew I had been at Police Department records room reviewing incident and action reports. How did she know this? Do some folks in the City have access to levels of service and info that others do not? A short time after she returned to her car that was blocking a traffic lane, Police Sergeant Bruno and other officers came to my door to talk about what had happened.

    One week later I visited the PD records desk once again to seek the incident report of the happenings at my home on August 23. A ‘call summary report’ was filed but the location indicated was a street corner two lots from my home. The ‘call type’ was Breach of Peace/Disorderly but there was no indication of complainant-caller, phone # or reporting party, or identity of “involved party”. There is a last note, “advised to avoid contact” that was part of Sgt. Bruno’s conversation that he was going to advise the wife in question. Open, Accountable, Transparent and Honest????

    We are no longer talking about Little League coaching or PTA representation, are we? Rather it is an attraction or affair that persisted too long and has the public paying for something that was politically motivated initially. Today the story has taken on different motivation. But the recorded responses of, incomplete researching by or observation of other Police Department protocols are called into question profoundly. Compromise? Can I trust that my treatment is equal to that of the Acting chair of the Police Commission? Do I have police officer numbers on speed dial to avoid being tracked and reported in the system? Has someone pulled all files from the system of people involved?

    Deny this action tonight with your vote. This is one necessary step to assist reform of Police Department issues. Time will tell.

      1. Actually, In The City, I have been talking about multiple affairs in the City if you have read me closely.
        On two occasions you have used warning language I notice. I do not live in a glass house nor do I live my daily life so as to expect or receive any friendly benefits. The reality is that there are no facts, just some minds, too corrupted by City behavior to believe that everyone is doing something.

        The behavior you reference is public, rather than personal. People keep personal things at home with their family. When they take them outside, especially if they are public figures who require vote of the people, a nomination by an elected official or approval by a Council, they should be careful about the values they practice. Secrecy and accountability cannot co-exist.

        The other recent affair happened in the Police Department right outside Chief A J Perez’ office. In this case the husband, a retired Bridgeport officer discovered racist hateful internet correspondence from a PD Captain having an affair with his wife. No one stood up for the affair or the white supremacy material. The Captain is no longer with the department, but the department found reason not to review, investigate or research his computer and messaging. Is that different from PD treatment of a black officer in recent years?

        I have lived here for 30 years and participated in many community activities and still do. My business motto for over 50 years has been: “Let us help you live!” Still living the motto for all people, especially those who are treated disrespectfully, unfairly, or illegally. Time will tell.

We feel that office reauires a complete clean out. But the salacious and immature, embarrassing and slanderous activites of team Bully and Petulant (Spain/Trump Lee) made sure that would never be a reality. Their actions likely swayed sympathy towards and not away from the real prospect of hat happening.     There were several good and serious reasons for Dan Roach to ride off into the sunset relative to the Police Commission based on Commission activity relative to Police Department issues in the community. He chose not to do so. And 12 Council members approved of a man with a powerful warning story that he is living through.
    The Caribe League works with hundreds of City youth each year. Many of those young people were in the audience last evening.

    What explanation is offered to them when they ask why a vote went this way or that? What values are supported by Council members when they are so “owned”? Is this a different form of slavery from which we require “reconstruction”? Time will tell.

What a disgrace, Council President Aidee Nieves noted that Roach must be doing a good job if he has been allowed to serve for two decades on the police commission, what kind of logic is that, just follow the money since Danny Roach has started with the DTC and Joe Ganim, it pays good for Danny’s being loyal. Marcus Brown is another rookie who is a disgrace, he said, ““I’ve known Danny. He’s probably the first person I met in politics and he’s always been the same, consistent guy,” Brown said Wednesday. “He’s reliable, communicates with you. He’s reasonable,” I agree with that but that’s no reason to keep Danny Roach should continue to serve on this board, 20 years and the police department has gotten worse with this do nothing police commission. There’s nothing that Chief Perez and the police commission can do wrong in the eyes of Eneida Martinez.

        3. What you say about cost of testing is true but that should not prevent promotional testing. In the case of the police chief he has been acting for a few years when he should have been acting for only 120 days. He would them be replaced by another deputy chief or captain who would also serve for 120 days.Doing this would hasten giving a test for chief.   9. I have talked about City finances for years now. Done my research, offer comments, and very little feedback. Not because I am not read or followed, but because money issues seem to complicated to learn about, I am afraid for too many folks. So City reporting to Council and public is bare minimum, required by State, and formatted in ways that make understanding difficult. Fiscal news is dumbed down and trends are not indicated to taxpayers.

    When citizens put themselves into public life by running for office, serving as appointees with duties to Boards and Commissions, or working for the City itself, in some manner they remove themselves from conventions that govern private life. When common sense evaluations of board and commission behavior is not completed or made available to the public, Open, Accountable, Transparent and Honest info has been kept secret. The duty of honesty and accountability in the public square is primary. If the King is wearing no clothes while appearing in the public square, why can no one comment on that? Why did 12 Council persons find reason to re-appoint rather than allow a contested figure to retire? Grounds for ‘Kompromat’ as we see from the Trump playbook? Conflicts of interest? Corruption with a small ‘c’? Time will tell.

      1. Actually her only initial claim was that I was ruining her marriage. I told her I was reporting behavior of her husband that compromised his standing and integrity, something important to a Police Commission. When she shared that she hated Black Rock specifically as a neighborhood, I asked where, and whether her husband might take her there? Ernie, this isn’t about me running for anything, my work and effort to uplift Blacks wasn’t done by being a publicly elected person, my job was to get as many Blacks from Bridgeport to have a career, not a job in the fire service and to help them to get promoted once they were hired. I take great pride with the accomplishment that my brother, Donald Day and have accomplish in assisting Blacks to be able to provide a good living for them and their family and for them to be a positive role model in which ever community that they reside in Bridgeport and to have a career that they can be proud of.

      I’ve listed a number of items that you and the other 19 City Council members have shown no leadership or interest in speaking out about David Dunn and AJ Perez serving in “Acting” positions and why Mayor Ganim has refuse to obey the City Charter about the 120 day rule as a someone serving in a “Acting” position. In 11 years there have not been ANY women hired as firefighters, why, and Ernie what have you and the other 19 council members have never questioned the fire chief during budget time. Ernie that was real nice hat you were able to $200,000 to improve Newfield Park, congratulation Ernie now were the new businesses like a pharmacy, supermarket, a bank, gas station just for a start and Ernie how long have you been in office?

Why haven’t you said anything about your Brothers The Firebirds who also have a responsibility to fight the good fight. We are moving the civic block to put the thing you have mention. We are knocking down building so we can make way for Supermarket,a bank pharmacy etc.Our select committee are meeting with to two developers who have responded to the RFP. I will say this since i’ve been bace as an elected official more thing a happening in the Eastend in a long time. You and I discussed the Firebird Society in great detail at the East End reunion and I told you that this Firebird Society isn’t the organization that it was in the past. This Firebird Society’s leadership is operating without a social conscience or a need to do whatever it takes to uplift our community. This Firebird Society is about getting along rather than being an advocate for the inclusion of Black’s into the Fire Service.

          This Firebird Society refuses to care more than others think is wise, risk more than others think is safe, dream more than others think is practical and expect more than others think is possible, unlike us Brother.

          This Firebird Society don’t understand that too accomplish great things, we most not only act, but also dream, not only plan but also believe. They don’t understand that our lives begin to end the day we become silent about the things that matter. When an administration doesn’t have the sense and wherewithal to clean house and reshuffle the deck chairs in reaction to on-going administrative failures and crisis (to mix a couple of metaphors…), i.e., when it perseverates with problematic policy and dysfunctional administrative behavior (perseveration is a sign of mental deficiency/encephalopathy in individual organisms), it is a sign of internal decay and chaos… For this present city administration to display an inability to recruit new board membership with which it can work in harmony to accomplish city business in a manner consistent with the City Charter and state statute speaks of systemic failure and a trajectory toward ultimate rejection by the electorate at the next electoral opportunity… The current level of this dysfunction, per public-safety operations/administrative dysfunction, et al., would suggest that it is probably too late to reverse the negative momentum…
