Foster Questions Finch’s Commitment To Minority Contracting

One day after Mayor Bill Finch’s campaign fundraiser solicited funds from Minority Business Enterprise contractors one of his Democratic primary opponents Mary-Jane Foster wonders if the mayor is actually putting words into action. From Foster:

Statement from Mary-Jane Foster RE: Uneven Enforcement of Minority Business Contracting

Bridgeport businesswoman and social action advocate Mary-Jane Foster, who is running for mayor, today chided the Finch administration for its haphazard enforcement of the City’s Minority Business Enterprise (MBE) Program. Noting that even the mayor’s own City Council recently tabled his choice of contractors to design a parks master plan after debate over the lack of a minority business contractor or even a business partner, Foster said, “More needs to be done.”

 “It is my understanding that no one at the Council meeting could produce any documentation or answers as to whether minority business participation took place in the bidding process. A quarter of a million dollar contract made it all the way to the Council members’ desks without a word about this mandated process.

Every contract that goes out to bid contains language concerning set-asides for minority business firms and encourages non-MBEs to partner with designated MBEs. Despite this fact, the City would be hard pressed to show where this is happening at all when it comes to contracts for professional services.

While significant progress has been achieved in the area of school construction projects, the same effort has not gone into other contracting areas. Perhaps there are too many qualified contractors to be ignored, the contracting pie is large enough to spread around, or it is simply easier to do with school construction projects. Regardless of the reason, it is obvious that the ordinance is not evenly enforced across all procurement sectors.

As a longtime advocate of “buying local,” my administration will make leveling the playing field for Bridgeport based businesses, especially those that are minority or women owned, a priority. Bridgeport tax dollars staying in Bridgeport helping Bridgeport businesses and Bridgeport families–now that would represent true economic development in our city.

Prior to the opening season of play at Harbor Yard, the Bluefish held an open house for all Bridgeport-based businesses. We asked local businesses to present to us what they could provide in services. As a result, multiple vending and cleaning service contracts with minority owned businesses were created. The Bluefish also partnered with Career Resources and Housatonic Community College to hold a community-wide job fair. As a result, 90% of game day employees are Bridgeport residents. Those jobs, approximately 140, are still, after 12+ years, held by Bridgeport residents.

When asked, minority business owners will tell you they are not looking for a handout but a hand to help them navigate the often-complicated municipal procurement process. To that end, a Foster administration will:

· Actively push to expand the Sheltered Market Program’s preference to include bona fide Bridgeport based businesses.

· Enforce the concept of partnering through greater oversight and rebidding contracts in which such efforts did not occur.

· Require the Mayor or Chief Administrative Officer’s sign-off on all contracts over $200,000 that are sent to the Council without a qualifying MBE business element.

Taken together, these steps will further the goal of making sure that the City’s purchasing requirements are adhered to and enforced consistently while putting in place regulations that support Bridgeport based businesses in the bidding process.”

        1. Cupcake, you really need to check your reference material as your statement above is 100% wrong. Here is a partial list of minority vendors hired by MJF and the Bluefish:
          Minority contracts for vendors included Josh Grant who owns ABI-Jay Foods, High on the Hog for pulled pork (woman-owned in Bridgeport), Ceeley’s Cleaning service, Peter Clark’s Cleaning Service, Fresh Start and Family Re-entry for painting, maintenance and cleaning services.

          2. Cupcake I have no way of knowing what Ganim did. I do know that once I answered your first charge there was no rebuttal. You now come up with another charge involving MJF that is total BS. The Feds were all over that stadium and what was connected to it. In fact didn’t they nail a couple of hauling firms tied to that contract?
            What have you got to say now that I have named minority firms hired by the Bluefish? Please don’t make up another charge.

  4. Lennie–it’s pretty hard to imagine Ganim wasn’t looking for a piece of the action back then. Everything back then was PAY TO PLAY. If Ganim was behind you in line at Dunkin’ Donuts he would try to figure out a way to get a bite out of your danish and 1/2 a coffee. It almost seems to be one of three things at play here. Joe could have gotten a piece of the action and is sharing it with his “Trusted Friends.” Secondly MJF might not want it to be disclosed right now. Lastly Ganim may also feel a disclosure at this time would be political suicide. We may all need a scorecard to keep track of these “Players.”

Ronin, I repeat, Ganim did not have a financial ownership in the Bluefish. If he did the feds would have made it part of his trial. Please stop the innuendo.         I received your reply and respond with the utmost respect. I personally find it difficult to believe Ganim would broker a deal & not secure a piece of the action for himself. I am not attempting to besmirch a current Mayoral candidate. I currently have no horse in the race but I am seeking change like everyone else. BPT deserves better than more of the same old bullshit we have been force fed.

        Let me be completely frank on the subject. My problem with our beloved MJF is this. How can she support change, but not offer a slate against the existing machine? Is she willing to accept a Common Council owned by Mario Testa & the DTC Machine? If true change is ever going to come to BPT, maybe we had better look to Jeff Kohut & Charlie Coviello.

        1. When MJF wins the mayoral race, the council will fall in line. It will also show the machine can be beaten. I think that will open the floodgates for new candidates for the council. If you are running a campaign on coalition building, this is the way to go.

    You have my utmost respect and I am not looking for a pissing contest. The points I raised are valid, and worthy of dialog not attack. My questions are not a fishing expedition nor an attempt to slander a worthy candidate but this dance has turned into a Virginia Reel. I have remained torn between the MJF & John Gomes candidacies. Gomes is offering a slate of candidates to effect change in BPT. Foster’s reluctance to offer a full slate suggests complicity with the existing Machine’s wishes. To suggest the current Council will “fall into line” is delusional. Any voter will realize we will elect a lame duck for 4 years who answers to the Common Council & Mario Testa. At least Gomes is saying to enact change it must be total change.
