As questions mount about municipal employees selling scrap metal for thousands of dollars in cash and where that money went, Mayor Joe Ganim said his administration has implemented tighter restrictions “to prevent the mishandling or misappropriation of city property.”
An internal memorandum from Public Facilities Director John Ricci, issued earlier Friday and made public by the mayor Friday night, states: “All scrap metal from any city project or cleanup is the property of the city and must be delivered to the transfer station without exception. All other city materials arising from any project or cleanup are also the property of the city and must be reported to the director of public facilities for direction on disposal or recycling.”
Ganim in a statement Friday night warned, “Anything short of full compliance with this directive going forward will be subject to disciplinary actions as we continue to review past practices.”
Ricci’s memorandum was written hours after Hearst Connecticut Media reported on documents showing how city workers–many employed by the Public Facilities Department or its parks office–over the past two years sold $35,482 worth of scrap metal to P.C. Metals on Central Avenue.

Let me understand this, No One Is Being Held Accountable for this theft? Public Facilities Director John Ricci just wrote a memorandum and that’s the end. No accountability on his behalf as he was in charge when the theft occurred? Just give him a pat on the back, two attaboys and don’t do it anymore, that it?
This is outright thievery.

The last time the shit hit the fan at the City of Bridgeport Transfer Station, George Estrada was Director of Public Facilities. Everything was swept under the carpet. The person responsible received a promotion. Let us see what pans out this time! If your not connected and don’t have any juice, you just might end up the fall guy. But if you have kissed the ring and are a sacred cow everything is golden. LOL!

I think that they already “interviewed” person(s) in the “know”. If they offer the right “deals” we may see some great articles!
