Hennessy: Good Government Bill “Dead” Without More Local Support–State Legislative Wimps Duck Reform–Grogins Still Hopeful For Passage

Update, Includes Petition: State Rep. Jack Hennessy’s legislative bill that would bar city employees from serving on the City Council doesn’t have a pulse without additional support from members of the city’s legislative delegation. “It’s dead. Without Bpt delegation support, the bill is dead,” declared Hennessy’s message in an email to OIB Saturday morning. But the bill’s co-sponsor Bridgeport State Rep. Auden Grogins alerts she believes the bill still has life. The bill is designed to eliminate conflicts of interest such as City Council members on the public payroll approving their own salary and wages. The Bridgeport City Charter bans city employees from sitting on the City Council, but city legal counsel has rationalized a loophole in state law allows it.

AN ACT PROHIBITING MUNICIPAL EMPLOYEES FROM SERVING ON CERTAIN MUNICIPAL LEGISLATIVE BODIES.

To prohibit municipal employees from serving on any governmental body charged with preparing the municipal budget except when authorized by charter or home rule ordinance.

The bill had some momentum when it was voted out of the legislature’s Planning and Development Committee, but Hennessy says it faces oblivion without additional backing from the city’s eight-member legislative delegation because it’s too easy for some legislators on the fence to oppose it in light of heavy lobbying against the bill by city and state unions. The City Council approves collective bargaining agreements. Many Democrats in the legislature don’t want to buck union members whose support they rely on at election time. A majority of legislative Republicans support the bill including State Senator John McKinney, a potential 2014 gubernatorial candidate. The bill, if passed, would not prohibit Board of Education employees from serving on the council, only those city employees on the city side payroll.

Several members of the city’s legislative delegation won’t admit it publicly but they fear alienating the five city employees on the City Council the bill would bar from the city’s legislative body. State Senator Andres Ayala and State Rep. Ezequiel Santiago, a city employee, are publicly against the bill. Other members of the city’s legislative delegation such as State Senator Anthony Musto, and members of the State House Christina Ayala, Don Clemons and Charlie Stallworth have largely sidestepped the bill.

City Council members Tom McCarthy, Rich Paoletto, Richard Bonney, James Holloway and Warren Blunt are on the public payroll.

Musto, in particular, has placed himself at odds with his Bridgeport constituency from Black Rock, Brooklawn and the North End that has lobbied the bill’s passage. Musto represents all of Trumbull and portions of Bridgeport and Monroe. But the Bridgeport portion of his district represents the highest turnout areas of the city with the 2014 election shaping up as a challenging year for some Democratic incumbents. Musto fears alienating the Democratic Party establishment, in particular City Council President Tom McCarthy who insists city employees serving on the council poses no inherent conflict. If Musto loses some of his base city support over this wimp-factor issue he’ll have a battle in 2014 from a Republican challenger.

Grogins, for one, has not given up on the bill. She says the bill is still in play with potential legislative action upcoming next week. Track the bill here.

      The public face of the status of the bill is proceeding. However I think what Rep. Hennessy is conveying is the behind-the-scenes truth. The Speaker is not going to bring up the bill unless the Bridgeport delegation is supporting the language. Same will happen in the Senate. If our two senators don’t support the bill it won’t be raised. So the message is to have a full press on the Bridgeport delegation. NOW. With vigor!

  1. “May you live in interesting times” is a phrase with attribution as a proverb and alternatively as a curse.

    At the moment the City of Bridgeport may be slipping out of fiscal control once again. Whether the revenues necessary from Hartford will be forthcoming or not depends on decisions outside the City and that is responsible for 2.1% of the 6% proposed tax increase. And the expense side accounted for the other 3.9% of the 6% increase 2.5 mils would represent. However that does not answer a question I have asked for the past two weeks regarding the City “minimum budget requirement.” Maybe the question needs answering for multiple years for clarity. What is the 2013-14 “minimum budget requirement” for the proposed budget year, and how does the City intend to fulfill it? (My own research is the MBR upcoming is $3.3 Million in addition to what has been contributed in the past. So how does flat-funding the BOE budget supposed to work? And if MBR is ignored, what does the State reduce the BOE budget by?) Did Tom Sherwood submit a “phony” BOE budget for the City Council to study, or is it one that was worked out cooperatively, approved by BOE and accurate in all respects? Is the City Council wasting its precious time in review? What about the City Council members with jobs with the City? Have they been in attendance or do they know how they will vote already? Or are they staying away from voting this year because of comments about recusals. Where are the watchdogs when you need them? Do our State Legislative Representatives’ time from the City, many of whom have served as elected representatives to the Council process, have any comments, stake in Council decisions, or concern about what can happen if the City coffers run dry? Time will tell.

  2. … just pitiful the state our democracy is in. Shameful our government can get away with this after so many people gave their lives in the name of democracy. Locally, those Bpt have to be ousted, along with Musto and Fawcett who stood for BAD government. Term limits.

  3. What is really needed is TERM LIMITS!!!
    Unfortunately the only people who can vote that in are those whose terms would be limited. And they aren’t going to kill the goose that lays their golden eggs!!!

  4. Musto knows the voters in his hometown of Trumbull would never allow this obvious conflict of interest. Yet because it’s happening in Bridgeport, it’s okay. After all, Bridgeport is a cesspool anyway.

    Musto is counting on the Bridgeport machine votes and rigged absentee ballots to get him re-elected. If the North End and Black Rock come out in full force, Musto is in trouble.

  5. *** This HB-5724 bill debacle seems to back Bob’s idea concerning “term limits” for pols. How else do you get rid of shaky, lazy, useless, don’t seem to have an original idea or clue in their heads about good or bad legislation that will make a difference! The wolfman and Frankenstein could win an election in Bpt providing they’re endorsed by the city’s DTC and end up warming political seats for years before a good change is made. God is suppose to help those who help themselves, however it seems many voters in Bpt have given up entirely and just accept things as they are and not as they should be! *** ZOMBIE LOGIC ***

  6. It is amazing, our Bridgeport Reps and Senators have the perfect reason for voting for this bill. The City Charter supports this bill. However, obviously our Reps do not think they need to answer to the will of the people. They do not even think they owe us an explanation as to what they are thinking. Ayala never responded to the BOE clarification. People in Bridgeport need to wake up and realize there are alternatives to the Democratic Town Committee.

  7. The New Stafstrom is on Carmen Colon’s Alpha Community Services Board. Andres does not want to mess with something that is nice and good. They hold fundraisers at the Old Stafstrom’s house. Stafstrom and Murphy really got paid back for all the hard work we did for Malloy and Obama. The rest of us can go pound sand. All these folks should be supporting Hennessy’s Bill 5724!

  8. Gotta go after Musto and Ayala if they don’t step up and support this Bill. Big mouth, big Rolodex, and plenty of time to campaign–I like to support elected officials who support good government practices. I and others are watching–and we vote.
