Foster Hits Finch On Hypocrisy

In what could be a prelude to another run for mayor this year, 2011 Democratic mayoral candidate Mary-Jane Foster cites “examples of the cultural DNA of political corruption that has wholly permeated and consumed the operations of this administration.” From Foster:

Mayor Bill Finch needs to take a long, hard look in the mirror before he spends any more time decrying those who violate the public trust. Convictions of elected officials for corrupt, criminal acts surely erode confidence in our government but so do the actions of elected officials who violate the public trust with constant and overbearing actions that result in a political corruption that is surely as destructive.

State Representative Jack Hennessy has introduced a bill that would close the state loophole that allows our city employees to serve on the City Council which is prohibited by our City Charter. The mayor opposes the reform legislation that would truly and sincerely communicate to residents, potential investors and businesses that the city is committed to good governance and fair and transparent transactions. Consider:

• The City Attorney, who serves at the pleasure of the mayor, delivered the opinion that contrary to our City Charter, state law overrides home rule and the charter. As a result, we have city employees who sit on the City Council;

• The president of City Council is employed, at the mayor’s pleasure, as Deputy Director of Labor Relations and also sits on the Airport Commission. Sworn to uphold the City Charter, he instead presides over a legislative branch where he approves his boss’s budget and raises for fellow city employees (including some who are also Council members and others like his boss and all of the staff in his boss’s office). Though a member of the Airport Commission, he claimed to have no answers on the $400,000 driveway the mayor committed the city to build and there has been no investigation by the Council into the debacle.

• A city employee who also sits on the City Council, already once suspended from his city job and given a slap on the wrist following a city investigation into a sexual harassment complaint, is now under investigation for yet another sexual assault allegation. The president of City Council, who, again, is the Deputy Director of Labor Relations, has had to recuse himself. However, as president of City Council, he has done nothing to address this or the previous incident of sexual assault by a fellow council member. The so-called city investigation is in its third month and neither the mayor nor the president of City Council has done anything, besides suspend the council member/employee with pay. City employees who are City Council members who report to their boss, the mayor, cannot possibly operate with any real integrity.

• The city hires a company to conduct current valuations of real estate in the city and the mayor wins a two-year delay from the state legislature in implementing the revaluation (until after at least the mayoral primary this year). The mayor, however, will not discuss or release the results because he says they are incomplete and a draft. A person of integrity would alert taxpayers to the likely tax increase so they could plan accordingly;

• In addition to the constant chaos he’s created in our education system, he has cried poor and not met mandatory funding levels for our schools for 3 years;

• The mayor claims he has cut jobs in government but has increased his own office budget by more than 60%–an increase from $255,634 in 2008 to $669,199—with 6 new staff members;

• For the second time in his two terms, each in primary years, he’s commissioned public relations and marketing campaigns that have cost taxpayers hundreds of thousands of dollars;

• Finch, who tried to take the right to vote away from Bridgeport voters in 2011 with a failed and illegal state takeover of the school system and again in 2012 with a proposed charter revision provision, is now proposing to take away the right of a former offender to run for office. Contrary to his position a couple of years ago, Finch now believes Joe Ganim should be precluded for running for office and is frantically trying to get legislation passed this session to short-circuit a potential rival in this fall’s mayoral race.

These are just a few examples of the cultural DNA of political corruption that has wholly permeated and consumed the operations of this administration. It is chronic and unrelenting and has decimated public trust in local government. Every day is another better day in Bridgeport–really? Four tax increases in 7 years, another huge increase looming, firings resulting in legal actions and settlements that now are in the millions of dollars in fees, fines and reparations, interim positions where your actions and loyalties constitute whether you stay or go, unfunded schools but lush public relations campaigns. Bridgeport will get better every day when it is governed with integrity and transparency. I’m looking forward to that day.

      Very well written, MJF. It seems you believe convicted felons should run for office. Is an endorsement for Joe Ganim in the wings? Hmmm. Bridgeport politics, you’ve got to love it. Seems Finch has a few things to answer for.

        Finch has had a few things to answer for, for some time. The fact is this has escaped your focus quite regularly, while you execute your role as senior cheerleader.

        Perhaps you might list which of the issues MJF has raised are things Mayor Finch should answer for. Personally, I see none more detail and attention from the Mayor’s Office would not assist the public understanding. And that list is not exhaustive if we get into the fiscal issues that have been so well hidden from public view. CAFR coming when? Capital budget ‘hearing’ per charter? Will that ever occur? Annual budget with Mayor’s list of priorities? Priceless? Burdening? Time will tell.

        1. Sorry JML, I am not running for Mayor. There are enough character assassins on this blog. If I were you I would wonder why Mayor Fabrizi stopped his FOI on the reevaluation. I do not see any candidates who are running that will replace Finch so I will not engage in the obvious. If women do not demand Finch do something about Rich Paoletto, then who am I to judge? I haven’t seen too much criticism about Ganim from your end so you must think Finch is worse. I see more support on this blog for Ganim than Foster and that speaks to me loud and clear. I am not addressing all of Finch’s faults simply because I do not have the same issues you do.

            You certainly do have the same issues I do if you are a taxpayer for auto and residence. Are you? I have assumed you are.
            Per your comments in which you failed to answer my question as to which faults MJF raised are not problems for all of us, Finch is the Mayor. He is the person who says he loves the City but is tearing it down financially and emotionally, I suggest, all in the name of maintaining his “hold on power.”

            I thanked John Fabrizi for pursuing a look at his own valuation this far. To go farther knowing that the City will appeal, and appeal, and appeal once again using taxpayer dollars to frustrate those who ask questions and kill an inquiry, was not wise he decided, I guess. Do you want to supply a rumor as explanation? That would be more fun than digging into the fiscal records, right?

            Dave Daniels is running I believe. Talk to him if you will. Good sense of community giveback, importance of public safety, and learning about finances are part of his daily activity. He keeps active refereeing youth basketball games and has a whistle. Would it surprise you if he became a whistle blower calling the Finch administration for backcourt violations, charging, intentional fouling of the other team, etc.? Why not ask Dave what rules and laws he sees broken?

            And only women should be concerned about sexual harassment? What about bullying around race or sexual orientation? Aren’t these subjects people oppose, not just one gender or another? Drop the ball here, Steve? Maybe an interrupted dribble?

            Why should I criticize Ganim today? He is not in the ring, no matter what rumors are making the circuit. He abused the public trust significantly. He broke more than one law. He was found guilty, and was understood to be without remorse. He did the time and re-entered society hoping to renew his right to practice law. Not yet said the State of CT. He suffered a divorce, but went to an African American church to say some “responsible words.” But where is the public trust in his case? Will we discover that when or if he announces?

            You do not wish to look at the faults of the sitting Mayor for your own reasons. But will you admit, until you do, as a voter and taxpayer, you do have the same issues as I do? Why don’t they bother you? Will you address them individually? Time will tell.

          2. JML. You do not have to sell me on David Daniels. He is running for Mayor, it is in his best interest to be a whistleblower. It is wise for MJF to come out once or twice a year with typical political rhetoric. JML, we may share common interests in the City but it is obvious one of us wants to see the City prosper and another would just assume keep Bridgeport from moving forward. Tax abatements/forgiveness is a price to pay for a start of gentrifying the City. Sexual harassment, driveways, patronage jobs etc. etc. etc. are definitely issues. But there is no point in wasting breath when there is not going to be opposition. JML, Lennie can attest to this. When you are in the inner circle of politics, you see and hear things that will blow your mind. It can suck the life out of you. The associations are mind boggling. I know, I have seen and heard. From the inside it is different from news articles, hearsay and gossip. It is politics and it is the same for any leader in Bridgeport as it is with the Pope at the Vatican. Corruption is always going to be a part of politics in Bridgeport as well as everywhere including the Vatican. Hmmm, you are a numbers person, I am a marketing/promotional guy. I love Bricks and Mortar and you fight tax abatements. I am a forever optimist. As long as you have many levels and different departments and leadership has too many people overseeing departments, corruption will always exist. Power is a drug. You cannot get elected in Bridgeport without making promises or aligning yourself with some very questionable personalities. I know, I saw, I got sick and I moved on. One thing is for sure. We do not all see Bridgeport through the same eyes, we do not all support the same candidates and I love playing the devil’s advocate.

Steve Auerbach, here is what you missed, Finch knows whatever black support he had it’s leaving fast, first he lied about the $600 rebate he was giving back, then taking voting rights away from the voters for the BOE, which will make him toast with Rev. Sharpton now that he has been made aware of Finch’s action and his fight to not allow ex-felons the right to vote. So Finch calls the Rev. Al show to give a snow update because the show was already calling other big cities in the northeast. Finch knew he had to kiss Sharpton’s ass in an effort to try to get black support back but blacks are looking right past that because they know it’s not real, it was just PR.

See, if I were Ganim, I would have had a huge press conference with all the media and apologized and gotten it over with.           What I have stated in that regard is a list of all such properties should have public availability to discover what is the annual cost of such willingness by us 100% taxpayers to subsidize lesser taxes for other folks. Don’t you want to see such a list, Steve?

          Some deals are put together with 40-year time periods and others with 10. Why? What’s the difference? Supposedly each of these “deals” is reviewed by a consulting expert for the City. Are those advisory reports available to the public?

          When the multistory (former condo, currently ‘luxury apartment’) development on Fairfield Avenue went through its City Council Economic Development Committee meeting, Lydia Martinez allowed a member of the public to raise questions on the initial deal. One week later the issue was heard again with a new deal more reasonable to the City perhaps. The public was not allowed by Chair Banta to speak at this one. The deal was passed. The building is rising amidst the winter weather, but People’s United who financed this structure will probably not be promoting what a good thing this has been, because they are Bridgeport taxpayers too.
          Steve, look more deeply before you label me and others who care about the City. Finch is at the top of the leadership that is elected. He gets the blame. Or sometimes he gets the praise (and of course it is always a praiseworthy commentary from Brett or Bill, the paid oracles of good news for the City).
          Steve, do you care about the 24/7 favoritism the incumbent regime gets from Channel 12 Cablevision and CT Post? Do taxpayers make funds available to the Mayor that make their way to either of these businesses? If so, for what purpose? Time will tell.

  3. Sad part about all this is McCarthy. I really do believe he does love this city, however he has aligned himself with Bill so long and has become his little “puppet.” I think in the future if he has any political ambitions, he will be forever tied to this admin’s failures.

    He is a Westport multimillionaire who understandably wants to fetch a good price for all the commercial properties he and his firm, Forstone Capital, own in downtown Bridgeport. But this guy’s been used by Mayor Finch as a spokesmodel for a very skewed story. I hope he and his father-in-law, Roger Penske -yes, that Roger Penske who was a major fundraiser for none other than Mitt Romney–realize this soon!

Mary-Jane Foster, Malloy and many of his top-level cabinet members were complicit in the illegal takeover, Malloy is well aware Mayor Finch has illegally underfunded our schools for three consecutive years, Malloy made sure Mayor Finch received his postponement of the reevaluation, and Malloy assisted Mayor Finch with killing legislation to rectify the issue with employees serving on the City Council, yet you supported his reelection bid wholeheartedly. It appears you have one standard for Malloy and a different standard for Mayor Finch. There is clearly hypocrisy. The question is who is the hypocrite.

  6. Not sure how many have noticed, but this administration has not publicly shared the top earners list for several years. This year’s top earners will be a shocker and damaging to Finch. Let’s rally to have them produce it!

    With the poor staffing situation current with the Police Department (that neither the Police nor City Hall public relations people has offered up for comment, spin or news), a look at the monthly financial report will lead you to believe a list of the top earners will likely be dominated by police officers of all levels serving overtime because it has been necessary.
    Lots of overtime for public-safety officers may undercut their effectiveness if it does not allow them to get sufficient down time for rest and recovery from their work. Lots of overtime for those same officers has an effect on increasing retirement payouts someday for those same officers.
    The increase in retirement payouts “someday” almost certainly indicates the City taxpayers will have to fund more money for retirement benefits to be paid.

    So the list is important certainly, and the parties in City Hall with compensation of $90,000 and above is important. But we also should keep in mind the cost of benefits, today and into the future, borne by taxpayers. Any idea of those costs? Time will tell.

    Finch 2008 revaluation
    Out of curiosity I began researching the individual taxes on my street and discovered many upsetting variances. The taxpayers who live on my street (Seaside Ave.) were slammed by taxes whereas the people living on the next block (Lake Ave.) seemed to have been protected. Out of curiosity I began to look at possible political favoritism and discovered a nightmare. The Democratic political machine does not pay the party faithful with cash or checks. They pay them with tax advantages.

    The mayor and other recognizable names seem to pay their fair share out of necessity. However district leaders and their families along with many City employees seem to have an unfair advantage over their next-door neighbors. I have only scratched the surface but it seems there is also a negative side, an enemies list. If you pissed off the Machine or are a Republican your taxes will reflect it clearly.

    Please don’t take my word for anything you have just read. ‘Perestroika,’ trust but verify. Look it up on www .zillow.com and put on your aluminum foil helmet.

    1. Jim, take a look at the construction contracts with the state and city, then look at the acres of undeveloped property they own in Bridgeport and their tax bill. Then look at their donation record at the national and state level to the DTC. Cry nonprofits all you want, the construction companies warehousing land in Bridgeport is appalling. How about they pay taxes in lieu of political donations? Torres has the data. Have a cup of coffee with him, read the facts and be ready to weep.

  10. Well folks, there you have it. A beautiful essay by Mary-Jane Foster. Some of the issues fair and honest, others political. The most important aspect of this blog people will see is there is not an overwhelming desire to put MJF in a bad way begging her to run. I did not see one. However, I definitely see MJF, if she stays engaged, running in the next election after 2015. I could be wrong but I believe most people are waiting for the Tiago/Testa union at TESTO’S and are happy with the state of the city. Once you accept the political DNA is here to stay until Armageddon, we can talk real issues.

    When the past Chairman of the DTC’s home on Brooklawn Ave taxes fell almost 18% after the 2008 Finch Revaluation and his neighbors; property taxes shot up, and the Chairman of the Board of Assessment Appeal gets a tax break on almost every one of his rental properties in Black Rock, anywhere from 11% to 14% after the 2008 Finch Revaluation, then you have to question what’s going on in the Finch Administration.
    Most people in Black Rock and Brooklawn had their property taxes go up every year under Finch, and most of them well over a 30% increase.

When Mar-Jane Foster wasn’t busy hanging out with Ernie Newton on the campaign trail, she was telling anyone who would listen in 2011 her economic development strategy was all about marketing the city. It was one of the only platforms of her mayoral campaign. The only other platforms I can remember were she invented baseball and she was going to help Carlos Silva get a job at UB.

    But back to marketing. Here’s a quote from the bailout Bluefish owner, “we have to develop a marketing plan that really sells our city, that tells people what our assets are and what benefits of coming here are.”

      Perhaps you will understand the view from January 2015 is different in a number of ways from 2011. At least it looks different to me with the glasses I wear.

      Reading the April 3, 2011 article you referenced, MJF stated the City “is at a crossroad.” “And we have a mayor who does not understand what he has to do, in terms of managing our budget, managing our finances, spending or not spending money wisely. On the other side of the equation we also have a mayor that is not growing our revenue.”

      You didn’t mention that comment, jo1986. Don’t you see we are still stuck in the intersection four years later? That is what MJF called a crossroads.
      ** Net taxable grand list is shrinking from City purchases and foreclosure activity, from demolition of former factories, etc.
      ** If revaluation data from 2013 had been entered into City Assessor data fields, entire Grand List would have shrunk but Mayor keeps that secret.
      ** City Attorney continues to wage seven-year court battle against Wheelabrator, the City’s ‘largest assessed’ taxpayer, but City’s own expert cannot substantiate $100 Million or more of the City’s valuation. And Pullman Comley LLC continues receiving $100-200,000 annually for this representation.

      jo1986, isn’t any comment about context? What is your knowledge of and defense of what the City has done in the past four years to brag about in light of just three issues I raise above?

      And not for nothing, if you have a marketing plan that really sells our city, where would you spend your media dollars? Perhaps you can tell us where the current marketing plan is spending? Is that info in any City Council Economic Development Committee info packet? Do most City developers watch Channel 12? Time will tell.

    1. Dave, unlike yourself, Mary-Jane knows this is not her time. She would have to reinvent herself. As one of her biggest supporters I wouldn’t want her to become like Linda McMahon. She has been out of the public eye for way too long. In case you haven’t noticed there isn’t a lot of energy or passion on this blog, which was her main power source four years ago. I thought you were moving? Maybe you may want to run and give the Republican party some visibility?
