City Whites Out White’s Job–Lee: A Hatchet Job

It always sucks to learn your job has been eliminated. Worse when you hear it from an outside source. Tom White for years has served as legislative services director providing staff support for the City Council. His job was eliminated as a result of the City Council vote Monday night. There were indications he had fallen out of favor with city officials,  including City Council President Tom McCarthy.

Last week OIB had commented White wanted to reform the way the council does business. White retorted quickly that was not his legislative role. Was something going on? Financial watchdog John Marshall Lee, the rub against the city’s budget-setting process, was examining the finer points of city salary expenditures on Tuesday when he noticed funding for White’s position had been eliminated for the budget year beginning July 1. Word is eliminating White’s job has been in the works for some time. White made some calls to council members. Yes, they said, we tried to save you but …

Tom White, clearly disappointed Tuesday afternoon, did not want to comment about the disclosure, but Lee has a lot to say in a lengthy rejoinder to McCarthy with a copy to all council members.

Dear Tom McCarthy,
And City Council associates. For the past 30 days or so, you have been in a series of budgetary decisions. Last night was the culmination of the 2013 process that Budget Oversight Bridgeport has viewed for the second year. Andy Fardy and I have termed numerous positions in recent budgets ‘ghost positions’ because this has been one of the ways the administration has secured “slush.” I have heard you use those same terms about ‘ghost’ positions and ‘slush.’ You are conscious of the part you play in the process of keeping City taxpayers sending more of their hard-earned funds to pay expenses that you have not approved, reviewed or even understand. That is such a sad situation when things are as tough as they are currently in Bridgeport. It betrays your role of stewardship representing the entire City.

So even when we have shown you some 60-80 vacant positions, you only managed to terminate fewer than 30 of them. Your story on paper or in the meeting last night offers no defense for that fiscal inactivity. The greater travesty is that you also terminated all of your legislative employee positions. This was not a financial decision. For you had two positions, one which had been empty for at least five years, during which at least $250,000 of salary and fringes budgeted have been spent elsewhere. Neither you nor the public can account for where. There is no 12th-month report year after year that would show the variances. You have not had the courage to ask for that report as the Charter states. That is a sad fact too.

But the travesty that I mention is that you have terminated your only legislative helper, Tom White. And no one of you told him that you were voting to eliminate his livelihood. I understand that as a group you never met and voted on this action, and the record shows that this is the only item that the B&A Committee did not recommend. That means it is Mayor Finch’s idea and he left all of you as executioners. So, at the same time that you have maintained at least $3 Million of ghost type positions and expenses, as you prove to be unaccountable for your own stipend surpluses annually, as you maintained your significant ‘Other Expense” account that also is ghost material, you terminated one live employee, non-union, civil service, former Common Council member. This was not a budget act. It was a hatchet job and is a very negative mark on this administration. How does it feel to do the dirty work of eliminating someone you have worked with and who has supported your activity but where the City could find no right way to eliminate him? Last night in my comments I stated that there was no one in the audience who came forward to speak for the budget you passed last night. Had this stealth attack on one employee been disclosed to the public before the meeting, I would bet that most of you might have had to do a gut check and have this process changed. It was a terribly wrong action. How does your gut, your head and your heart feel now? I am not talking to the folks who work for the City and are afraid for their own jobs. Their conflicted vote is a given.

I have gotten to know Tom White in my learning about governance in Bridgeport. He has been objective and helpful, just the way you are hoping to use trainers in the coming year in other departments to bring about ‘customer-friendly service.’ Tom always knew what other communities were doing and what Bridgeport could do. I personally believe that you did not use him well. Perhaps the Mayor could not find cause for termination so you eliminated his funding and thereby eliminate him, all the while keeping millions of ‘ghost’ positions. I have written how badly you suffer from lack of assistance but you seem not to care. Did you give this any thought at all?

I am not a lawyer but I understand they haves a saying, “what you cannot do by direction, you cannot accomplish by indirection.” I hope you are ready for whatever happens to community respect for you and your Council reputation. This cowardly action will be long remembered I fear. We tell children that there is no right way to do a wrong thing. This is a wrong thing, a very wrong thing for your Council body, for City reputation as a whole, and for voter understanding of how much UNACCOUNTABLE power, without check and balance is able to be displayed behind the scenes by this administration. No right way to do a wrong thing. This is not right. Time will tell. B.O.B.

  1. Bravo, John Marshall Lee, Bravo. Cowards they are for sure. This is just one example of the many good, professional people who have been hurt by the Finch administration. They have no conscience, no sense of right or wrong. Most of the City Council knows what is going on and they do nothing. Even the ones not employed by the City do nothing because they are all afraid of the wrath of Finch/Nunn/Wood/Kabel/Sherwood. Tom White is the first of many casualties. Other heads will roll and it will be obvious why when you see the layoff list. Disgusting. Just disgusting.

    Tom White has a family to feed just like everyone else. But they take that ability away from him without batting an eye. Why? Because he dared ask a question? Strove for professionalism and accountability? Shame on every one of the City Council members who let this happen. Angel, Michelle, AmyMarie, remember this: all it takes for evil to prevail is for a few good men to sit back and do nothing (excuse the paraphrasing, but you get my drift).

  2. Where are the “male” voices this morning? (I have always assumed for some reason CHS is a female person.)
    The leaders without balls put this “whiteout” in a form with a story the Council went along with apparently. All of them thought White had been approached with the action and told in advance. NOT TRUE. When I spoke with him on Tuesday afternoon he had not seen the paperwork nor had anyone from the Council shared the news. Hang down your head City Council.
    Baker, Silva and Marty McCarthy voted NO on the budget and that was also a NO vote on eliminating the legislative personnel positions. Some men had more courage than we understood at the moment.
    If the threat was the Mayor’s budget would dominate, then the Mayor would have had to face the s**tstorm that would follow, not the Council. What were they really thinking, especially the Council members who worked for the City? They are not watchdogs for the voters. They are not a check and balance against the executive branch. They are not a part of good governance. We are betrayed by them currently on many fronts. And their ignorance and arrogance is indefensible. Folks, they need to start considering who will stand with them when the “whiteout” comes to claim them. Time will tell.

  3. There are 15 council people who should be ashamed of themselves. There are 15 council people who do not have a backbone, who do not know right from wrong.
    These 15 council people are gutless Finch drones. They don’t care about the residents of Bridgeport. They don’t care about anything but themselves.
    If any of them claim they were unaware of the removal of the funding for the Legislative position then it proves what JML and I have been saying and that is none of them understood the budget process.
    I would be willing to bet that Curwen and DePara knew what was going on. Curwen I understand has never taken a stand on anything. Curwen must protect a family member who is being paid $75k a year. Curwen is also trying to get himself a job. The administration went so far as to try and get him a job with Mark Lauretti in Shelton. Lauretti said no way.
    The one I don’t understand is DePara, he has no city job and no one to protect. I guess he just lacks balls.
    It is my understanding when you are elected to the council they take you to a small room in city hall where they remove your balls and your brains. Two recent examples, Olson & Ayala. The only three to escape this procedure were Silva, Baker and McCarthy.
    Shame on the dumb 15.

  4. This is a nasty vindictive administration. The City Council has no idea what is coming because they don’t understand the budget and are too stupid or too afraid to ask the questions. Sherwood fed them a bunch of lies and they bought it. It will be a bloodbath. Wait and see.

  5. Elimination of Tom White’s position is the logical extension to tighten control of financial information and its release within the mayor’s office.

    This returns the city to the administrative structure for finance information before the collapse in the 1980s. Board of Apportionment and Taxation or not, it was nearly impossible to get an independent evaluation of the city’s financial health other than they were getting by.

    If a newspaper reporter worked it, glimpses–some very revealing–would turn up. But an overall view of the budget and spending was pretty much impossible without independent analysis.

    White’s job under the charter reforms of the time was to help provide council with that information.

    Obviously, council does not want it. It apparently has not for some time.

    The next logical step for the administration is to require accounting firms to produce positive audit reports again no matter what the numbers if they want to get the contract. Maybe the city is already doing it.

    From a politics standpoint, you’ve got to give the Finch administration credit. Very patiently the administration has consolidated control over their government. There are loose ends–I guess you could call the Board of Education a high-tension wire–but getting the council to give up power to independently review financial information is quite an accomplishment.

Each is a dangerous trait when possessed by people with any level of power, and it is a frightful thought that most of our City Council possess both. Keep up the good work JML and ACF! We have to all continue to shine the light of justice on this disgusting, ugly, mean-spirited, vengeful, dishonest, hypocritical administration!!!

  7. Jim: it really was not that hard to do when you figure you have at least 17 dumb-asses serving on the council. These people are not serving their constituents, they are serving themselves. Vote after vote proves that.
    This group of 17 council people are costing us millions in taxpayer dollars and they really don’t know what they are voting for. Here are 2 examples.
    The other night the capital budget was on the agenda, it involved millions of dollars. First they voted for purchasing a fire truck for the airport for $400K and then voted for a machine for the runway for almost $100K, all of this for a department that ran $300K in the red. Not one question asked!!! Second, they voted for $28 million for various park work, none of which was spelled out. Again not one question from the council.

      Can anyone tell me the status of the take-home cars? Saw a big black SUV drive by with Bpt plates the other day, after 5pm. In a residential area. Are we paying for the gas?

      1. The ‘take-home cars’ are still being taken home, it never stopped. They come down Rt8 in the morning and drive right to the annex. We are paying for people to not only take the cars home, but drive out of Bridgeport to their homes in other towns.

    1. Jim, I double-checked and I was off by $1 million. The actual figure is $27,000,000; yes, that’s correct, $27,000,000. There was not one question asked about this large amount of money.

      1. Sorry Andy, I went back to the report itself. The request was for $28,250,440. That amount sticks as a general project description, but for 2013 it was approved at $16,415,204, 2014 and 2015 at $3 Million each year and for 2016 $5,835,236. That is a total of $28,250,440. There is some back-up data the public never heard and was able to respond to for the public was not solicited for their comments as the current Charter directs. And I see some aspects at least one NRZ has not viewed. So much for wanting neighborhood support. There are so many unsupported comments made by those currently in power they cannot keep track of their partial truths so they end up with untruths. People call these lies. Too bad for Bridgeport. Time will tell.

  9. There are no words to describe how sneaky, underhanded, and morally corrupt action this retaliation against Tom White shows itself to be.
    Like the dozen before him, Tom was terminated because of his integrity.
    Like the dozen before him, Tom was terminated because he is an honest person, whose consideration of the taxpaying public was his priority and proved to be his ultimate demise.
    I hope there is a lawyer who will take on the Finch/Wood administration for their treatment of Tom White.

One of the interesting things about that scenario is part of the supporting documentation for the timeline he SHOULD submit to his lawyer is a posting from this blog!

  10. Here is a message to the 15 on the council as I know you don’t know the meaning of integrity.

    Integrity is a concept of consistency of actions, values, methods, measures, principles, expectations and outcomes. In ethics, integrity is regarded as the honesty and truthfulness or accuracy of one’s actions. Integrity can be regarded as the opposite of hypocrisy, in that it regards internal consistency as a virtue, and suggests that parties holding apparently conflicting values should account for the discrepancy or alter their beliefs.

    The word “integrity” stems from the Latin adjective integer (whole, complete). In this context, integrity is the inner sense of “wholeness” deriving from qualities such as honesty and consistency of character. As such, one may judge that others “have integrity” to the extent that they act according to the values, beliefs and principles they claim to hold.

    A value system’s abstraction depth and range of applicable interaction may also function as significant factors in identifying integrity due to their congruence or lack of congruence with observation. A value system may evolve over time while retaining integrity if those who espouse the values account for and resolve inconsistencies.

    This is hypocrisy at its best. So Tom White angered the powers that be by doing his job? This is ridiculous. And there will be long-term repercussions.
    I was there when this position was lobbied for relentlessly. Why? Because the City Council people need help. You are talking about a bunch of clowns who have no function other than smiling in front of a camera. Auden Grogins should know. She’s been doing it for years.
    You should have known they would stick it in your back, Tom. I just wanna know who drove it home. Was it you Rev. (Supposedly) Man of God Olsen?

  12. What was not cut on Monday night:
    * The unaffiliated bigwig positions (non-union) got their raises. B&A put that up to a vote on Saturday and they decided not to cut those compensation increases.
    ** More than half of the ghost positions and ghost line items that have generated millions in the Finch years for “non-accountable spending” and that will feed millions into the 2013 budget the public will not be able to see, the B&A will not be able to see from the reports they are provided, that must be considered “slush”–that has no long term value to the City OR ELSE IT WOULD BE CONTAINED IN A BUDGET DOCUMENT FOR PUBLIC AND CITY COUNCIL REVIEW AND APPROVAL AS IN OTHER COMMUNITIES where more open, accountable and transparent procedures are in place.
    *** STIPENDGATE–Monday night, several Council members reverentially stated they are unpaid volunteers. This line got no applause from the taxpayer audience but did get a small round from the Council once. They have stipends. According to the records they are available to provide QUARTERLY (not on demand), REIMBURSEMENT (not payment direct to a vendor), and are not to exceed 1/20 of the budgeted line item ($180,000 divided by 20 CC = $9,000). Tom White was concerned about being a part of a change in the ordinance process and said so to the B&A group in the past two weeks. Because he did not see what the amounts of each legislator’s expense reimbursement account was, he was concerned that his requests could come back to be criticized. Whatever … But the real point of STIPENDGATE is no CC member is asking that these amounts be OPEN at least once per year, TRANSPARENT so the public can have confidence the money is truly supporting the Council persons in carrying out their elected duties and ACCOUNTABLE for every last dime so spent. My concern is the $114,000 of claimed actual stipends for City Council in 2011 is not supported by the record of purchase orders for 2011. As a matter of fact the numbers are off by about $85,000. This is not paid as salary. If it is not paid by purchase order, how does the City handle a payment of these funds and where do they account for it? More importantly, why is this a sore subject for the Council? Why are they conflicted? Sue Brannelly recently stated the CT Post runs an article on this every year. Not true. Several years have passed at least. Why is this not a public posted item, Sue, especially since you have not filed for reimbursement for the past two years? Why is the expenditure of public money such a difficult subject for the public to get good information on? I am only asking the question. Maybe each CC member should be called on to give their personal answer by folks out there. Time will tell.

  15. *** It comes as no surprise to me that Mr. White’s position will be eliminated. It’s been talked about in past budget reviews by council members, etc. especially after C. Rosario left his liaison position in that office five years ago! However for B&A council members to claim they had no idea only goes to strengthen the point about most of them “not” having a clue about understanding the Mayor’s Proposed City Budget. Mr. White (Republican) at times may step on political and fellow city employee toes concerning things like job description do’s & don’ts, personal concerns or opinions, lack of general support, etc. but make no mistake, he does his job! In fact it’s fair to say between him and the city clerk’s office (indirectly); they do more work and are resposnible for many of the overall outcomes that are later credited to the individuals or entire city council! Maybe now with some of that council liaison money saved and some of the other savings cuts, the council can hire a certified independent accounting firm next year to oversee the Mayor’s Proposed City Budget. *** GOOD LUCK MR. WHITE ***

  16. Here is what happened to Tom White. He got on the bad side of Tom McCarthy and McCarthy engineered taking his salary out of the legislative budget. The feeling among the council were split 50-50 but they otherwise caved in.
    The plan that has been formulated is this. These nasty bastards are going to create a NEW position in the city clerk’s office and this position will take over the duties otherwise done by Tom White.
    I believe this move is illegal. When are people on the council going to stand up and say enough is enough? You who have city jobs have to worry about what happened to Tom White does not happen to you and it will.
    I have a question for all on the council. How will you feel when it happens to you? Imagine you sold your soul to this administration and they will still screw you; and if they do, you deserve it.
