Manny Moutinho’s Mania

Manny Moutinho, owner of Bridgeport-based Mark IV Construction, fights with Trumbull over questionable sewer work. He fights with Bridgeport over an East End rock-crushing operation. And now he’s in a fight with neighbors on the Upper East Side for work a court ruled he couldn’t do. How does that happen? CT Post reporter Keila Torres enlightens us. Moutinho also has the interest of federal investigators for his work in both Trumbull and Bridgeport.

The neighborhood was told there was nothing they could do.

After all, Mark IV Construction had a zoning variance to construct the shopping center on its Huntington Turnpike property. Yes, it was a 20-year-old approval but it was still valid, zoning officials told the neighborhood.

  1. What MM has done to this property is a sin. He has stripped the land and created a rock crushing operation on the site.People are able to get away with this crap because this is a dead neighborhood.The people up here dont get involved in this neighborhood unless they are directly effected by a situation.
    No where in this article do you see the names of our 2 council people. Why is that. If memory serves me Sal Dipiano was the attorney that fought the previous attempt to build on this site and won.
    Dennis Buckley come on Dennis get off you ass and do your job. How is this land going to be repaired and how long will we be forced to look at the mountain of crushed rock now on the site?
    This would not have happened in Black Rock where unlike my neighborhood they have an active citizen populatio. In my neighborhood we have no NRZ no people on any boards or commissions, no library, no food market and no bank. We have 2 council people who go along with this kind of shit so that they can can get along.

  2. Congrats to these individuals for taking on City Hall. This is just another embarrassing story for the Land Use Boards in the city of Bridgeport.
    It would be too easy to misfile or accidently destroy an important document like this.
    And even if you try to put in enforcement measures, it wouldd take a mayor who was not owned by these developers and land use attorneys to actually discipline city employees for such an egregious act.

    1. Two good things are happening here: 1) Citizen Action and 2) It made the front page of the Connecticut Post. These are unusual occurrences in Bridgeport.

      This may bode well for the future. Another environmental travesty by the Green Administration.

  3. Here is a news flash for Dennis Buckley. No land use decision that is not acted upon is still valid after 20 years. Dennis you know damn well that the item must be acted upon with in a year if not you need to apply for an extension with a maximum of 3 extensions. If nothing is done after the 3 extensions the matter becomes null and void. Dennis you know this so whats up with your decision, it casts a shadow on you and your office. Mr. Buckley Its time to investigate how things are done in your office. Mayor Finch is time for you to call for an investigation as this is l of the most important departments in the city.

  5. And it’s down the street from the currently empty Food World space – which doesn’t look like it will have a replacement tenant any time soon.
    There’s a wonderful brook that runs behind some beautiful stone homes and an attractive senior apartment complex across the street from this rubble. What a disaster this has done to the neighborhood. No open space left undisturbed.

  6. Where has Mayor Finch & Council people Curwen and Paoletto been on what’s happening on Huntington Turnpike? The last attempt to screw the neighborhood was the jail on Virginia Ave. These three politicians knew about the jail a full year before it became public and yet said nothing, not a word to anyone. Has this also happened on Huntington Turnpike?
    I firmly believe an investigation by a law enforcement entity should take place after this latest zoning decision.

  7. Go to Google Maps and paste in Mark IV’s address–1137 Seaview Avenue, Bridgeport, CT 06607-1037 and zoom in. You will see a huge pile of dirt under a 95 overpass. Also at this ‘address’ is what appears to be an extensive list of friends and family, including: D & L Construction LLC‎, Equipment Mart of NY, and Sunrise Masonry Inc‎.

    They remind me of the terminally obnoxious hillbilly Bumpus family made famous in Jean Shepherd’s “Wanda Hickey’s Night of Golden Memories”–and the lifestyle they wrought on their neighbors.

    I have driven past that site many times. Your neighbors didn’t get involved because they didn’t know what was coming. It is required by LAW any proposed construction be visibly POSTED & to display the the date, time & location of a PUBLIC HEARING. Furthermore the owners of the adjoining properties must also be notified of the intended construction.

    Another case of don’t ask, don’t tell. This reminds me of an old movie, “Bob, Carol, Ted & Alice.” We could do a remake of this classic film and call it “Bob, Richie, Bill & Mario.” The twist is we are the ones getting screwed! The developers and power brokers stand in line with their checkbooks in their dirty little hands, waiting to get into bed with these corrupt whores. My last word on this is “GOOO.” Get Out Of Office!
