Reval Time – Field Inspections To Determine Property Assessments Begin This Spring

What’s the assessed value of your property? By the end of the year you’ll know.

Revaluation of taxable property, as required by state law every five years to equalize the values of all properties, has commenced in the city to be implemented for the fiscal year starting July 1, 2026, (not the budget year beginning July 1, 2025.)

City bean counters aspire for new business growth to lift the burden on residential property owners when the grand list of taxable property is established from this inspection process.

Fairfield-based Munival was once again selected for services through an RFP with contract approved by the City Council last year at a cost of roughly $1 million that will be paid over two fiscal years.

Inspections will run through October 31st, 2025.

This is termed a “full measure” revaluation, required every three revaluations by state statute that requires more information in field inspections and analysis of properties.

The first phase of this revaluation will collect as much current home property data from taxpayers as possible through data mailers sent to all property taxpayers over the last month.

In early spring, Munival appraisers and field reps will visit properties to seek further information. These visits will include seeking to view home interior info only from taxpayers who did not return their data mailer. Munival staff will be properly identifiable.

For property owners unavailable to provide interior access, measurement data will be taken solely from outside of such properties.

The city has obtained from METROCOG an ‘Eagleview software system’ that provides aerial views and actual measurement data.

Real estate sales data for all real properties from October 2024 through to October 1, 2025 will be compiled and reviewed.

Then the Munival assessor process of determining and assigning appraised and assessed values to each and every property will take place from early autumn 2025 to end of autumn.

Homeowners will receive determinations via mail by around mid-December 2025 and they have right to request informal appeals with Munival during a period until approximately mid January 2026.

The grand list will be completed and filed by the city assessor with the State by the statutory January 3,1 2026 deadline.

As part of this process, Municipal Valuation Services will be mailing a Data Verification Letter to all residential property owners. This letter contains information specific to your property. Property owners are asked to review the details provided on the form, make any necessary corrections directly to the form and return the completed form back to Munival promptly.

Forms can be returned by mail, email, fax or dropped off in person at the Assessor’s office. (Complete address and contact details will be included in the letter.)

In addition to the data verification letter, Munival will have data collection personnel assigned throughout the City of Bridgeport taking exterior photos, inspecting, and measuring the exterior and interior of residential and commercial properties. Residents and business owners should expect to see Munival staff visiting properties and knocking on taxpayer’s doors to ask questions.

To ensure the safety and authenticity of the revaluation process, all Munival personnel will carry both a City-issued identification badge and a company badge. Additionally, field representatives will be clearly identifiable by their company logo on attire and magnetic vehicle decals. They will also carry an official letter of introduction.
