On the same day a Hearst Media enterprise story excoriated a backlog of unfilled Freedom of Information requests, the city announced a new policy that returns dissemination of information to the “department to which the request is addressed” eliminating, for the most part, disclosure from the City Attorney’s Office.

We shall immediately put this to a test. Let’s hope folks won’t have to pay $5.00 per paper copies plus a handling fee. Building camera videos of incidents better be included–I can imagine the fee for that. Providing documents in PDF form is the way to go, the Town Clerk’s Office has been doing just that for a few years now.

Money has value. Too often the time value of money or the value of money regarding time expended by employees in doing what is necessary is ignored or merely overlooked.
With all of the details about the MOUNTAIN OF FOI REQUESTS in Bridgeport relative to other cities facing the same rules, you might think that the men at the top (Mayor Ganim and former and now acting chief Attorney Anastasi) might genuinely be expeditious and show some evidence to back up claims of change. Where is the proof of this pudding?
Actually when Attorney Dina drives to Hartford for a hearing on FOI it minimally takes her out of the office for a couple hours, barring traffic congestion, parking and getting to the hearing room. When she is accompanied by another CITY Attorney using up the same hours but requested FOI details is not transferred to the citizen claimant until the end of the hearing, how much time has been used to secure the info requested? How to handle to avoid wasted drives and meetings? How to shrink the pile of forms ‘wanting and not getting’ and a City administration that only goes into talking when challenged and cannot support the talk with evidence showing process progress? Time will tell.
