It’s forever a budget burden on cities, short-changing reimbursement for tax-exempt hospitals, colleges and state-owned property that service an entire region.
As a candidate for governor, Ned Lamont promised to beef up those payments and now with a rosier budget projection from unexpected income tax revenue legislative leaders are proposing a three-tiered plan to inject resources into municipalities.
Bridgeport would make an extra $5.8 million the first year.
The proposal has bipartisan support provided Lamont’s budget plan does not include new taxes.
Bridgeport bean counters crafting the municipal budget will keep an eye on this one because if they get a signal from Hartford it will pass that’s nearly $6 million in extra revenue to plug in. Mayor Joe Ganim, the first week of April, will submit his budget proposal to the City Council for the spending year commencing July 1.
In this revaluation year of taxable property, the city is expected to lower the mil rate from the current 54 to mid 40s. What are the chances of dropping the mil rate an extra point or two? Additional moolah from the governor’s budget approved by the legislature.

Bob, what Governor Lamont never addresses is what percentage of those vaccinated are Black and Latino even though both groups have a high propensity to contract and die from COVID19. Communities like Oxford where 80% of those 75 and over have been vaccinated is also over 90% white. Most of the communities that are 80% vaccinated are primarily white. Do you see a pattern here?
