When Will The Council Vote On The Budget?

As three City Council members prepare for a Caribbean sojourn to present two decommissioned fire trucks to the government of the Dominican Republic, the council’s Budget and Appropriations Committee this week makes final preparations to vote on Mayor Bill Finch’s proposed tax increase that includes $7 million more for city schools. But when? The full council is scheduled to vote on the budget next Monday night, May 7. That may change. Lydia Martinez, Leticia Colon and Michelle Lyons are scheduled to depart on Sunday for the Dominican Republic. And other council members may have scheduling conflicts as well for next Monday’s vote. A quorum requires 11 council members be in attendance, but two-thirds of the 20-member body is required to vote on budget increases, either revenue or expenditures.

Members of the city’s Roman Catholic clergy have been involved in organizing the Dominican goodwill trip. Martinez, Lyons and Colon are part of the city’s delegation. It’s possible the full council, if the attendance stars line up, could vote on the budget in a special session this week.

Budget committee members are trying to get their arms around the mayor’s spending plan to see what stays, what goes and how to balance the mayor’s request with constituents’ cash-flow breaking point. This budget represents the first hefty tax increase under Finch since his first budget as mayor in 2008. Finch’s second budget was a reval year that included a mixed bag, but with most taxpayers not seeing an increase. Finch’s third budget included one extra mil to cover the cost of the voter-approved library budget referendum. Last year was an election-year budget so no tax increase. Funny how that happens, eh? Should we pay now or pay later? Oh, let’s pay later!

  1. If I had to vote on this budget I’d get out of town too. Hell, I’d fake a coma if I had to. Vote yes on this ridiculous budget and risk the wrath of the voters in 1-1/2 years. Vote no and risk the wrath of Finch-Nunn-Wood, which can be even worse. Classic case of damned if you do and damned if you don’t.

    Curious to know if the City employees vote on the budget or if they recuse themselves? Talking about McCarthy, Holloway, Blunt, Paoletto, Lyons. Did I miss anyone?

  2. *** Not to worry OIB bloggers, they’ll have the needed 11 council member votes regardless of the few who will be missing. Besides, it’s a useless effort that’s already been agreed to with minor tweaking to justify some type of budget work by the B&A committee. Between the past fair market value property assessments and the overall tax increases coming, it will be enough to see a citywide “house for sale” frenzy; with no one to blame but the city council, DTC, Finch financial backers and voters along with registered non-voters. *** WELCOME TO ZOMBIELAND ***

  3. Did the Mayor promise four meetings with the public? The first was at City Hall, a second at Black Rock Library, the third at North End Library, and the fourth??? Will it quietly disappear into the clouds and mists of national awards for “budget accountability?”

    On the subject of accountability, is there no one on this blog or in the City who wonders about certain expenses paid in the 2011 budget under the code of the Chief Administrator Office?
    ** Merritt Insurance and Hartford Insurance … $46,000 … (What? Why in this budget?)
    ** Morgan Rees … $47,450 (Who? What? When?)
    ** Thomson Coburn … $175,000 (A law firm with offices in Chicago, St. Louis, Southern Illinois and Washington DC–doing what for little ol’ Bridgeport? When? Conclusion? Why isn’t this in with City Attorney office outside legal expenses? Big number of hours, even at $500 per hour (just a guess) would mean over two months full-time effort.)
    ** Dworken Hillman … $37,900 (At least this professional firm is in CT, perhaps consulting on budget transparency?)
    ** State and Federal lobbyists … $109,000 … who are probably listed under #56190 line item each year in CAO budget.

    Of course, what the City Council does not see it cannot question! And if it does not seek out information, that is as much a case of being a blindfolded watchdog as if the City keeps precious financial information from you, which they do. A sad state of affairs certainly. Time will tell.

  4. *** The city council in general is given and told “only” what they need to know to satisfy some of their budget time curiosity! Anything more than that is put on the back burner with “we’ll get back to you on that” type of answers. Also, wonder who’s up to date on their property taxes who’s on the council, BOE or Mayor’s admin. who live in Bpt, you would be surprised? JML, maybe the fourth meeting might be with the business community at Plover Beach, no? *** Water Taxis Available By Appointment Only. ***

  5. Chapter 9 Section of the City Charter directs the Mayor to provide a monthly financial report “not later than the fourth Friday of each month” and that date was last Friday. As of 4:00 PM today no report was in sight. Surprised???

    Question for loyal OIB readers: There is a City personnel chart directly following the Mayor’s transmittal letter for the budget. It says the City (including Education and Nutrition 2208) has 3,523 TOTAL GENERAL FUND WORKFORCE. Several pages later a report about the self-insured health and dental plan indicates “Approximately 4,380 active employees and 4012 retirees receive their health coverage through this plan.”
    That seems to indicate there are 857 “active employees” who qualify for the City paying 75% or more for their healthcare, but there is no listing of where they work, what they do, which budget they are paid from, and several other questions. Can someone please explain this to me? Has OPM provided a supplemental report to the City Council on this question? Do these ‘active employees’ qualify for retirement benefits also? Where do those costs show up???
    The City Council does not review the Mayor’s budget. Is that because it is perfection itself? Because the Mayor does not deign to explain his budget reasoning to the Council? From my point of view several questions can be raised:
    ** There is one ghost position shown that with benefits approaches $55,000 expense.
    ** One Mayoral Aide position expense is moving from $78,306 to $93,330 which is about a 20% increase while the other aide position increased 2%. Curious at least? Another example of “sharing the suffering?”
    ** And actual 2011 expenses per Purchase Orders were only 8% higher than reported as 2011 Actual. Of course, Food, Restaurant, Catering & showed $7,666 spent, smaller than a number of departments, but again, who is sharing the suffering when somebody is buying meals, or coffee and so regularly???
    (We noted in the Purchase Order listing for 2011 actual the BOE Grants, expenses for this same General Code 394 was over $190,000 for some 300 purchase orders! Think about that. In a 180-200 day school year every day of work represented about 1.5 purchase orders averaging $600 per purchase order or $900 per day. It seems to me the entire line item could be struck from all City budgets as a health item. Don’t need Nutri System. Don’t need Weight Watchers. And since many of these people who are lunching or munching at taxpayer expense are also getting healthcare benefits where the self-insured expenses are rising, maybe they should be buying carrots and celery sticks.
    By the way, when the City Council B & A met on Saturday at UB for a 10:00 AM meeting that went on beyond my departure at 1:30 PM, but both a hot breakfast was initially available and then luncheon wraps, chips, and beverages were served shortly after Noon. And the bill from UB to the City for those meals is??? And located in whose budget???
    (I don’t begrudge CC eating while working. I do that often. However, with what is going on in the City, every expense needs to be considered and I have not heard this issue addressed once. I personally miss very few meals, but I pay for my own food, something the CC may have done in the past. Why has the practice been dropped? Or should they use their stipend accounts for such meals? How about OPEN, ACCOUNTABLE and TRANSPARENT??? One Council member offered me some food Saturday afternoon for the first time, a sign of hospitality. As a rule the Council has had no problem consuming food paid for by taxpayer funds while sitting in front of some of those same taxpayers who have no food.) Let’s see what they plan to do with this budget. Will all of Tom Sherwood’s reports surplus to the budget itself be included as exhibits and make their way to the City Clerk? Time will tell.

  6. Really, it seems the only answer to this latest City Hall outrage is a TAX STRIKE. If the revenue stream stops, the administration will have to take pause and reconsider this outrage.

    We need to put pressure on our councilpersons in the meantime. If they don’t do the right thing for us, then they have to be retired in 2013.

    It’s a good time for the Republicans to expand on their anti-tax-increase petition and push the idea of a tax strike. IF enough people participate, it will deep-six the impending tax increase and necessitate an amnesty for all participants, in regard to any late-payment penalties.

    Enough is too much!

  7. I’m familiar with the budget and, after giving it a quick review, I am now in need of migraine medication. You have to be familiar with the city workforce and follow the budget from year to year to recognize Sherwood’s lies and to see where the bodies are buried. Case in point: Good Ol’ Tom’s sister was moved to the Dept on Aging and her salary as a mini computer operator went from $32K to $45K. There are increases to people like Ruben Felipe in the mayor’s office whose salary went from $78K to $93K.

    There are BIG increases to people who are not in unions, therefore their increases are not contractual and could be frozen. Average increases for these people are $5K when the average union worker is getting 2%.

    Waste and lies. I agree with Kohut–tax strike.

  8. The only way to stop this insanity is to vote these idiots out of office. The majority of people deserve this tax increase because they did not bother to vote. The people who did vote and voted blindly because the mayor and council candidates were endorsed by the town committee also deserve a tax hike.
    There have been three meetings with Mayor Finch taking questions from the public; all three were poorly attended when you consider the number of people living here.
    So stay home, stay uninvolved and you will get what you deserve; a tax increase for no good reason.
