A rally opposing the proposed 120-bed halfway house for the West End will take place Tuesday (today) 6 p.m. at the corner of John Street and Park Avenue. The Planning and Zoning Commission will once again take up the issue Feb. 28 in City Hall Council Chambers on Lyon Terrace.
