OIB Party, OIB Poll, Tax Facts

NOON UPDATE: What a week so far and it ain’t over yet. OIB enjoyed record-shattering visitors on Wednesday. Thank you, everyone. Lots to talk about at Friday’s OIB party starting at 5:30 p.m. at the Bijou Theatre, 275 Fairfield Avenue, Downtown. This place is a gem. Stop in and say hello and also check out the film at 7 p.m. Road To Nowhere. Good grief, will the road lead to a mayoral primary September 13? That answer is expected to come from Superior Court Judge Barbara Bellis who has scheduled a hearing on the matter Monday at 9:30 a.m. in Bridgeport. What will Judge Bellis do? I have no clue. Selfishly, in the interest of democracy, I’d like to see a primary because I love sporting events and to me elections are sporting events. I’m not crazy writing about lawsuits, lawyers and judges. Bring on the candidates.

OIB is in the field with a poll testing the latest matchup between Mayor Bill Finch and challenger Mary-Jane Foster, if there is a primary. When we last polled Foster trailed Finch in a head to head matchup by seven points. The poll in the field  includes a question about Democratic Registrar Santa Ayala blocking Foster from the ballot. We ask, is this Foster’s mistake? Ayala’s mistake? Or was this sabotage by Ayala? Intriguing results the first night. Back in the field tonight. Hopefully we’ll have something to report on Friday.

Meanwhile, the first mayoral debate took place Wednesday night in Black Rock between Finch, Foster and Jeff Kohut, the wizard of wonk, who is running in the general election as a petitioning candidate. Republican candidate Rick Torres did not participate. The mayor defended his record on taxes saying he hasn’t raised them in three years after he promised a $600 tax cut as a candidate then raised them by that much on many homeowners in his first budget that he says was required because he inherited a mess. The facts about Finch’s tax record: he raised taxes his first year, his second year when reval kicked in was a mixed bag, some homeowners saw a decrease, some stayed the same, some experienced an increase. Finch’s third budget produced a one mil increase that on average represented a $125-$150 increase to homeowners. The mayor will say the one mil increase is the result of the voter-approved library tax. If not for that there’d be no tax increase. This budget year is really the first time everyone stayed the same–no tax increase–as the mil rate this year reflects last year. So strategically, the mayor is really speaking to those homeowners who on average saw no increase in the three years that included reval and his last two budgets.   1. Lennie, I can understand you see this as a sporting event, however I think it’s really about some very serious issues. To me, it’s about the economic and institutional viability of the City, and its ability to create an urban center that works for its citizens …

The 1 mil increase attributed to the Library referendum is inaccurate–.3 mils was due to the Library referendum assuming the City was flat funding the Library from the year before–and .7 mils was an actual increase in general taxes–if the whole mil was related to the Library, then Finch Administration would be saying his budget was eliminating Library service absent the referendum.

    So was there a tax increase of .7 mils or not?

      That’s an UNcommonly sensible observation. However, Mayor Finch made sure it was presented to the public as a factual “increase” so he had it printed on all of the Tax Notices. Just one of the privileges of incumbency, folks!

      And that is why honest statements are expected by the public even from ‘politicians.’ The four-year term and the strong Mayor powers granted by Charter to the Bridgeport Mayor shouldn’t need to be aided by partial truths or untruths. We’ll soon see how voters feel about dishonesty.

  4. It is my opinion Ayala knew those petitions were not good when she gave them out to the Foster camp. I think knowing the Foster camp was full of novices she should have said something about having too many BOE candidates. I also think she kept her mouth shut on orders–from Finch? From Testa? From Ganim? We will never know unless she ends up on the witness stand somewhere …

    1. Well, Finch said he knew nothing about it. But he’s a liar, that’s a documented fact. So that denial is just so much bullshit. I’m guessing it was Mario Testa via John Stafstrom who told Santa Ayala to violate the law.

The “Foster camp was full of novices,” so this somehow excuses their failure to familiarize themselves with the applicable laws and failure submit a petition that complies with state law? And we want these “novices” running the City? You cannot be serious.
      Who hired these novices? And why? isn’t that decision a reflection of the type of leadership we would get if the Foster camp winds up in City Hall? When taxes go up and services falter, will we accept the consequences and merely chalk them up to the fact we put these novices in charge?
      In any event, I suspect Mount, Bartlett and the others would take serious issue with the charge they are novices. Will be interesting to see when Bartlett testifies in Court whether he is prepared to declare himself a novice who didn’t undertake for himself to find out what the law required or whether he will testify he knows what he is doing, is an expert in campaign management who understands it was his responsibility, and his alone, to ensure compliance with the applicable laws.

      2. I wasn’t going to reply but I was feeling a bit pithy … I don’t take umbrage at the word novice (although I suspect Mr. Alan Neigher would). There is nothing that says a novice can’t be better or smarter than, oh, say, “the casual observer.”

        While there is no comparison I am trying to draw, JFK was considered a novice, many young boxers came in and knocked out the champ, and don’t forget young Judy Garland who won an Oscar for The Wizard of OZ over many experienced outstanding actresses.

        And if you don’t recal–I worked in Finch’s last campaign and administrations. And I have previously stated one of the major reasons I left on this blog. “Little pitchers have big ears.” Imagine–little old me working with one of the most preeminent legal minds in the state and country. I am no “child” in age but also don’t forget “and a little child shall lead them.” And it was a child who pointed out the Emperor had no clothes.

        Lastly a big ego can get in the way seeing things in their clearest most simple form. One more thing, never under estimated a tireless, purposeful, true, passion. See you Monday.

  5. NorthEnd, I think you give her too much credit, I believe she didn’t know herself the petitions were bad.

    First–she told the Foster camp everything was in order.

    Second–they checked all the signatures and when they found the names were in order, some other parties went to plan b and scrutinized the statutes.

    Here is a question no one has asked–
    If Ayala knew the petitions were bad as she says she did, then why didn’t she rip them up five minutes after they were submitted? Why tell the foster camp everything was in order? Why wait more than 10 days?

    There is also a rumor MJF was certified last Thursday and de-certified on Monday.

It is clearly defined what the responsibilities of the office of the registrar of voters are. Ms. Ayala deliberately betrayed the voters of BPT. She and her co-conspirators must face the judicial system. Your kids can visit you in prison.

  8. It is really becoming very nerve-wracking for the mayor and his re-election committee. I suspect he will try to stand away from Ayala in some way. They see MJF is picking up a lot of support.

    Lennie–both parties were to blame on the defective petitions. The MJF camp should have done a better research job–and they should have insisted on something formally (in writing) from Ayala that they were in order. Ayala is absolutely a disgrace to have sent them out knowingly with defective petitions. Personally, I don’t believe she knew! She was told later and this is all a part of the Plan–a Plan, which hopefully will backfire. Keep saying those Hail Mary’s.

  9. A friend of mine read some of the Post’s coverage of the primary campaign. She doesn’t know all the details and came away from the editorials that Bill Finch is a two-faced weasel.

  10. My quick take on all that has gone on and what is right and what is wrong.
    1) If the Secretary of State is saying the registrar is under no obligation to point out technical errors/mistakes a campaign makes that are of such magnitude to disqualify a candidate the situation is worse than anyone can imagine. And that is whether we are talking amateurs or pros.
    2) When the plan went into effect I cannot say; however, Santa told the Post she knew the petitions were bad when she handed them out. My guess is before that happened or immediately thereafter the calls were getting made.
    3) Santa (and others) felt uncomfortable blowtorching the election just on the petitions alone. Santa was hoping she would not qualify the slate based on signatures and would not need a plan B. That is why she was feverishly going through all of the petitions. But that did not happen.
    4) The stakes ratcheted up tremendously when John Gomes dropped out. Then Mario, Finch and Adam saw it as if they could disqualify MJF then game over.
    5) Santa has her own attorney because she doesn’t trust the city from throwing her under the bus but she will have no problem with being the hero and getting her nomination guaranteed next year if this works.
    6) What a cesspool of political BS this entire process is. The Town Clerk plays a role in the process and she benefits greatly if the ENTIRE slate is eliminated. Santa’s workload decreases tremendously if the petitions are voided and there is no primary. The mayor’s City Attorney will be arguing on behalf of the city in court, walking a tightrope, trying to convince the judge although it isn’t fair legally the petitions have to be thrown out.
    7) Who the hell is looking out for the public’s interest? It can only be Judge Bellis. Let us hope she will look out for the overall good of the city and state in reaching a fair and equitable decision. And dare I say TIMELY.

  12. *** As stated before, “expect the unexpected.” Who’s to blame? In my opinion “both” Foster’s camp & the Bpt Registrars Office have to share blame in this major screw up. Knowing the machine itself is monitoring much of this election scenario should have put the Foster camp on a “check everything twice mode” as things moved closer towards the Sept. primary. On the registrar’s side, it’s hard to believe this major mistake was purposely kept quiet ’til the last hour knowing this would blow up in the city’s face once the facts came out! Either way the city’s registrars of voters office & everyone who works there must share the blame for another major political debacle in Bpt. *** WHAT’S NEXT? ***

All this talk about reading the law, statutes, regulations, etc. had me thinking that maybe I wasn’t understanding the language of the City Charter as it deals with public finances otherwise known as money from the people, tax payments. So here is a section for each of you to review from Chapter 9 BUDGET AND FISCAL CONTROLS:

    “Section 7. Monthly Financial Report.

    “(a) Not later than the fourth Friday of each month, the Mayor shall submit the City Council a report showing: (1) budgeted and actual revenues up to the last day of the prior month; (2) budgeted and actual expenditures for each budgeted agency of the city up to the last day of the prior month; and (3) the projected budget surplus or deficit for the fiscal year. Such report shall also be filed in the office of the City clerk and copies made available to the public.

    “(b) The City council may, by ordinance, require that additional information be included in such report.”

    OK. Does anyone require interpretation of these statements? Or does it clearly say by the fourth Friday of each month Mayor Bill Finch must submit a report to the City Council AND to my mind more importantly (since I have observed how little the reported financial affairs of the City mean to some Council members), those reports are filed with the City Clerk and available to me a member of the public?

    The Mayor’s record for the 2010-11 year is best termed tardy and inconsistent. Let’s assume July, August and September were issued as directed by the Charter. I did not track or follow those dates. But if you were waiting for October’s numbers the day after Thanksgiving, you really had to wait until March 29, 2011 for that info, along with November, December, January and February to appear. And as of this week March, April, May, June and July are missing (and regarding the last due as of tomorrow afternoon), the fourth Friday in August.

    Do we need an interpretation of this by the City Attorney? Maybe Stafstrom, Beccaro or Bohannon, those legal luminaries who receive significant compensation as outside legal counsel, would weigh in and provide a five-minute interpretation, gratis? Perhaps there is an ordinance that has eliminated this language in budget and fiscal controls? Has the State of CT waived this obligation of our City Chief Executive during one of his many trips to Hartford? Is this information important to residents, to taxpayers, to the City Council in performance of their duties? Does this type of information have an ultimate relationship to taxes and good fiscal management?

    So what is the story? Would someone else chime in on this one? Am I the only person who is disturbed by the cavalier way this City provides access to their financial dealings? I suggest strongly the longer this apparent failure to live up to the Charter continues, the more surprises will pop up and indicate we owe more in taxes. Where is our fiscal discipline? Do we have too many “acting” City department heads, without sufficient credentials and gravitas to hold down their position officially? Where is the loyalty to the City Charter? Is anyone listening?

      FACT: Santa Ayala knew she was issuing faulty petitions, a violation of the spirit and letter of THE LAW. Ms. Ayala rejected said petitions for flaws she knew existed, which can be argued in court she knowingly and willingly (and most likely conspiratorially) issued. And that means she was planning on rejecting the petitions before they were circulated, and that is another violation of THE LAW.

      1. I’ve read the lawsuit filed by the Foster campaign. It’s a very well drafted document. Michele Mount and Alan Neigher have done some damned good lawyering. Every possible argument the defense can make has been anticipated. The biggest question I want answered is how can Santa Ayala, in her capacity as Democratic Registrar of Voters, issue petitions she knew were flawed? Her defense is it is not her job to give advice until after the fact. That doesn’t make legal or common sense. She’s the ROV, for Christ’s sake. She is obligated to provide accurate documents to candidates seeking office.

        This is going to be a major embarrassment for Ayala, Paul Ganim, Bill Finch, Mario Testa, and the rest of the hee-haw gang who owe their livelihoods to the corrupt political machine.

    I lived in Fairfield my whole life, sat on every board and commission for over 30 years. I knew all the players on both sides, MJF was not a player. She never sat on any Board or Commission I was on, or the RTM.
    John Gomes has more experience in Bridgeport government than MJF has, hands down!

I see these supporters of MJF aren’t any better than the supposed “Machine.” They are vile, nasty and bring nothing but negative energy to the table.   31. I’m curious as to why either of you is posting here. You’ve been extolling the virtues of Mario Testa, at one point declaring him to be a “god.” Mr. Testa is not running for elected office; Bill Finch is. I’ve heard both of you say Bill Finch has been “fighting for Bridgeport for decades.” Oh really? Give us some details. You haven’t done that, only bragged about expensive shoes and overpriced vodka. Give us some facts, not a litany of town committee and yahooy quotes taken out of context. (They were part of a much larger dialogue.) Neither of you have done more than engage in baiting, bragging about the fancy restaurants you don’t patronize.

    Bill Finch has done nothing for the city. While laying off municipal employees and wringing concessions from labor unions he has continued to add unqualified employees to the city’s payroll and doled out millions of dollars in outsourced legal work. As the city is in the hole for more than $1 billion dollars it doesn’t make sense.

    Mr. Finch is also a liar. He promised a $600 tax rebate that never materialized. You’ve blamed Michele Mount for not lobbying the legislature for the necessary charter revisions. If she didn’t, so what? There are other lobbyists. Mr. Finch could’ve dropped coin to call one of them.

    Bill Finch disenfranchised many voters by asking the CT Department of Education to take over Bridgeport’s dysfunctional BOE and not putting the decision to a referendum. The disenfranchised voters voiced their displeasure with the mayor’s action. His response was bigoted and racially charged. Prefacing his remarks with “Democracy doesn’t work … in all cases,” he said many of the parents of Bridgeport’s school children are either illegal immigrants or convicted felons and are unable to take part in the democratic process. As more than one third of the city’s population is Hispanic there ought to be no question what Bill Finch thinks of the Latino community.

    Bill Finch, abetted by attorney William Beccaro, has been laundering money through a political action committee. This has been going on since late 2007. Before this revelation we knew him to be a liar. Now we know him to be a crook as well.

    During Wednesday evening’s debate Mr. Finch gassed off about all the wonderful things he’s done to move the long-moribund Steel Point project forward. He’s had almost four years and it is still a large piece of dormant land the city owns and cannot collect property taxes on. Mr. Finch also mentioned the RFPs issued for city-owned property in the city’s downtown north area. Why did he wait until three months before the election to issue RFPs? If he’s been fighting for Bridgeport he should’ve pushed to issue them three years ago last December.

    Bill Finch is a fraud.

    1. I don’t even know who the “Caryn” she refers to is. Once the judge accepts the lawsuit and reinstates Mary-Jane Foster’s slate to the primary ballot, we’ll see who is the more popular candidate. This will blow up in Mario Testa’s face. Bill Finch doesn’t count because he’s only Mario’s shill, nothing more.
