
Groundbreaking for the next phase of Windward Apartments in the South End, the site of what was the Marina Village housing project, is expected to take place this summer, according to Jillian Baldwin, CEO of Park City Communities that manages Bridgeport’s public housing units.
“We’re celebrating because this complex will be just the latest phase of development for affordable housing communities going up all over the city,” Baldwin said
Park City Communities has partnered with JHM Group that also developed Crescent Crossings on land formerly occupied by the troubled Father Panik Village housing complex on the East Side, a mix of subsidized and market-rate apartments.

The $30 million second phase of Windward Apartments will have 51 units. Amenities will include fully equipped kitchens, high-efficiency lighting, heating, cooling, open floor plans, and keyless entry.
Baldwin anticipates construction completion 15 months from groundbreaking.
This project is being financed by the state and Connecticut Housing Finance Authority with four percent tax credits, a state bond allocation, and Community Investment Fund dollars.
