City Settles Lawsuit For Police Stomping

City officials have agreed to pay Orlando Lopez-Soto $198,000 to settle a lawsuit following his police stomping in Beardsley Park in 2011. A federal grand jury has heard evidence in the matter. No city police officers have been charged criminally with excessive force.

The video shows three officers Joseph Lawlor, Elson Morales and Clive Higgins stomping the tasered Lopez-Soto.

Police spokesman Bill Kaempffer told the Connecticut Post, “Considering costs associated with proceeding to trial, a resolution was reached that is fair and reasonable for all parties in this case.”

  1. *** I would say the city got off cheap dealing with an ex-con who can’t get a job if he wanted to and probably has never had the thought of having that much legal money in the bank during his criminal life of crime, no? *** The real question is “what happened to the gang in blue with the badges” who used excessive force before, during and after the assailant’s arrest? They deserve public sensitivity retraining, 90 days without pay and 90 days desk duty when they come back, along with one year admin. probation if not just fired to send a well-needed message! ***
