In a Friday news conference Police Chief Roderick Porter declared that the police officer who discharged his service revolver that killed a fleeing Dyshan Best on Monday was justified as Best appears to be brandishing a firearm in view of officer Yoon Heo during a chase on the East Side, according to a preliminary finding by Connecticut Inspector General Robert Devlin.
Porter cautioned that the final determination will be made by Devlin, protocol in police-involved shootings.

Police responded Monday to a call of a street fight that involved an armed man. When police responded they approached a vehicle with Best in the passenger seat holding a bottle of Remy.
Best, who had a police record, exited the vehicle and fled on foot leading to two officers in pursuit. Along the way Best ran out of his shoes and dropped the bottle of Remy, then flashed what appeared to be a gun in his right hand pointed with his back to Heo who then is seen on video firing shots.
Statement from State Rep. Chris Rosario:
“The loss of Dyshan Best is a tragedy, and I extend my heartfelt condolences to his family and loved ones. I also recognize the difficult, split-second decisions that law enforcement officers must make in high-pressure situations. Ensuring transparency, accountability, and fairness in this investigation is essential for maintaining trust in our community.
This is a preliminary report, not the full report, and while it provides some insight into the events, critical gaps remain. The report includes body-worn camera footage of the pursuit and surveillance video from the Citgo Station, but it does not include footage of the post-incident response, such as the officers’ efforts to provide medical aid. Additionally, while the report states that a firearm was recovered near where Mr. Best fell, there is no video evidence documenting the actual recovery. These unanswered questions highlight the need for all available footage and evidence to be reviewed and released.
To ensure full transparency and accountability, I, along with the Leadership of the Legislative Black and Puerto Rican Caucus, will be requesting to meet with Inspector General Robert Devlin and his team to make sure all questions are answered, and the public receives a complete understanding of this case.
As this process moves forward, I urge everyone to remain peaceful and civil. I acknowledge the deep emotions this tragedy has caused, and we must allow the investigation to take its course while continuing to demand accountability, fairness, and justice. Let us stand together to ensure transparency and trust in our community.”
It’s without a doubt a justifiable shooting. Mr. Best’s actions led to his death. One question I haven’t heard asked was if Mr. Best had turned his life around, then why was he carrying a gun on his person. Why didn’t he just face the consequences of this decision. No he instead was able to break free from the female officer with liquor bottle in hand and a gun in the small of his back. There is no injustice committed on the part of the officer, for if you look closely at the video the barrel of the gun on Mr, Best’s person is pointed towards the officer, with his (Best) hand close to the trigger. The weapon could have easily discharged and struck the officer and we would be speaking another story. There is no justice to seek for Mr. Best for the actions he took led to this tragedy. Is it a tragedy? Yes because a family lost a loved one and the officer has to live with the fact that he took a life. The ambulance chasing lawyers now have come out of the woodwork seeking a payday for themselves and the Best family, but to what avail. It will not bring Mr. Best back. Poor decisions usually lead to bad outcomes.
Doubt, Please, that’s easy if you believe in it enough, As far as Best actions, perhaps no justice to seek, though just for is action will be “subjective” that led to this tragedy.

I’ve heard the serious concerns raised by community members regarding the authenticity of the body camera footage that has been released. These concerns deserve to be addressed transparently.
Under Connecticut’s Police Accountability Act of 2020, the public has significant rights regarding body camera footage in use-of-force incidents. While edited or redacted footage may be initially released, I am formally requesting that the Office of the Inspector General secure all original, unedited footage directly from the department’s evidence management system.
To ensure complete transparency, I am also:
Calling for the State’s Attorney to subpoena the raw digital files, including metadata that would reveal any alterations
Requesting that an independent forensic video analyst be appointed to examine the footage integrity
Demanding that chain-of-custody documentation for all video evidence be made public
Asking the Connecticut Freedom of Information Commission to review any denied requests for the unedited footage
Additionally, I encourage witnesses who may have captured video of the incident to submit their footage to the Inspector General’s office to provide additional perspectives beyond the official recordings.
The integrity of evidence is fundamental to justice. If there are legitimate concerns about video tampering, they must be thoroughly investigated as part of the broader inquiry into this devastating homicide. I pledge to use every legislative tool available to ensure we uncover the complete, unaltered truth about what occurred.”

I one hand he calling the Inspector General Office, from my understanding has full control and released the video in question, and on the other hand he’s on witnesses to send any raw video of the incident to that very office where he “heard the serious concerns raised by community members regarding the authenticity of the body camera footage that has been released”
Not ot mention, people who are questioning AI of Hoe’s body cam footage are they also questioning the location of the incident, sandwiched between to car, in a junk yard for cars. It impractical to even think there maybe a witness video out there with any real context or that would be be more pertains to Heo’ cam isn’t the most reliably.
At this state we are going beyond a racist, corrupt, local police department to a inspector general office. Not saying it not possible. We did fake the moon landing, that we teach and part of our history. 🙂

Well, it’s fair to say the Devil’s comment section have been fairly active on the internets regarding this shoot/death. Not sure if the Body cams footage was just reenforcing the minds of those who tend to be politically aligned with side Law Enforcement, or reenforcing the minds of those who are political aligned with anti-law enforcement.
I use the word political, because the politics is entranced, the police is an a governmental apparatus.
While the footage gave some contact to the incident and we seen the same footage, each with their own “subjective” interpretation , mind set, and opinion. The opinion have varied, for and against this cop need to use deadly force when trying to arrest Dyshan.
Some of the opinions, were valid opinions. The trollers, just gasoline on the fire.
The most credible opinion was it was a phone, not a gun, considering he did have a phone in that hand when he stepped out of the vehicle, along with bottle. To be fair, you tend to not run from a pat-down because you are have an I-phone. Why Dyshan ran can very also. That being said, he did and I believe everyone can be on the same page with that.

I seen some still shots on news outlines where the fingers looked completed distorted around some object, be if a phone or barrel of a gun, in questioned on Hoe BWC, Considering they, the news outlets, operates in the current political environment, expected, I guess you can say, If that’s your “subjective” opinion of news todays.
An accurate and fair interpterion. Well, my “subjective” opinion. Unless you believe the AI and the not so precise footage was manipulated to the point that it manipulated Dyshan hand, arm going back and pointing an object that office Hoe, as Hoe gave chase. That movement created the shooting, be it a phone or gun in your subjective mind.
Regardless of the politics, I stand by my assessment. “I like to believe the Port Police department moved passed what was an inherent truth of an abusive and inherent, overreaching corrupted apparatus in policing the Port’s communities.
