From Governor Lamont:
Governor Ned Lamont today announced that he has signed an executive order (Executive Order No. 25-1) declaring Thursday, January 9, 2025, a Day of Remembrance in Connecticut in honor of the life and service of President Jimmy Carter.
Additionally, the executive order requests all Connecticut residents to participate in a statewide minute of silence on Thursday at 10:00 a.m., which is the same time that President Carter’s funeral is scheduled to commence at the Washington National Cathedral in Washington, D.C. Governor Lamont is specifically asking state and local government offices, schools, and higher education institutions to observe the minute of silence.
President Joe Biden has declared Thursday a National Day of Morning throughout the United States. Flags across the country are at half-staff for the traditional 30-day period following the death of a president or former president. They should be raised to full-staff at sunset on the evening of Tuesday, January 28, 2025.
The full text of Governor Lamont’s executive order is as follows:
STATE OF CONNECTICUT BY HIS EXCELLENCY NED LAMONT
EXECUTIVE ORDER NO. 25-1

WHEREAS, the time spent by President Carter in the U.S. Navy eventually led him to Connecticut – after two tours of duty at sea he would go on to volunteer for and become actively assigned to the submarine force, stationed at Naval Submarine Base New London in Groton, where he would continue training to become an officer and was promoted to the rank of lieutenant, leaving our state in 1953; and
WHEREAS, President Carter was instrumental in preserving Submarine Base New London in 2005 when the U.S. Navy recommended it be closed and its mission, personnel, and submarine force be reassigned to Naval Station Norfolk, Virginia, and his home state of Georgia’s Submarine Base Kings Bay; and
WHEREAS, President Carter’s career as an elected official began in 1971, when he was sworn in as the 76th governor of Georgia – during his four years in office, he championed the causes of anti-segregation, human rights, early childhood development programs, prison reform, and more; and
WHEREAS, after winning the 1976 presidential election, President Carter and his administration achieved enumerated goals both domestically and abroad – including the establishment on the federal level of the Department of Energy and the Department of Education, the deregulation of the airline and beer industries, the Camp David Accords between Egypt and Israel, improved Sino-American relations, and more; and
WHEREAS, President Carter used his post-presidency period to participate in international diplomatic efforts in Israel, Palestine, North Korea, South Africa, and Syria – and has notably maintained an active level of involvement volunteering for Habitat for Humanity, based in his home state of Georgia; and
WHEREAS, President Carter passed away on December 29, 2024, at the age of 100 years old – the longest-lived president in the history of the United States, leaving behind an enduring legacy of humanitarian and peacekeeping endeavors; and
WHEREAS, President Joseph R. RT,
It is righteous to acknowledge the challenge of daily writing what presents your mind as worthy commentary to share with the community, and the way that it has helped you become more noteworthy. However, the failure to check your spelling or capitalization as a routine matter, the roles you adopt of frequent ‘playing’ at your message, and the too frequent use of you.tube sharings withou essential meaning, do not advance your cause.
I offer you a copy I provided to the City Council last evening for consideration:
US Bill of Rights -Amendments to US Constitution
Please consider the meaning of each, enumerated, right or power to your role as a human: a US resident, citizen, worker, taxpayer, law observer. How many do you depend upon daily?
1. Freedom of speech, a free press, to peaceably assemble, and to petition government for redress of grievances. Freedom of religion.
2. Authorizes well-regulated militia, necessary for state security. Right of the people to keep and bear arms.
3. Provides a property owner with a right not to consent to quartering soldiers in their home in times of peace.
4. Citizens have the right to security of person, houses, papers, and effects against unreasonable search and seizure; except by sworn document supporting a warrant and specifying place, person, and thing to be seized.
5. Right to grand jury for indictments of capital crimes; rule against facing ‘double jeopardy;’ right to ‘plead the fifth’ in court-against compelling testimony against self; rule honoring ‘due process of law;’ rule against private property taken without just compensation.
6. Right to a speedy trial, with punctual, impartial jury; right to information about accusations and witnesses; right to defense counsel.
7. Right to a trial by jury in civil suits valued at greater than $20.
8. Right to reasonable bail, fines, and punishment.
9. Rights not specifically in the US Constitution that may be unexpressed and among those retained by the people.
10. Powers that are not delegated to the US government by the Constitution and reserved to the States respectively, or to the people.
If you are eligible and registered locally, and fail to provide an informed vote at every opportunity, what does that say about your appreciation of the above rights? What do you think of your voiceless status? How are you practicing democratic activity otherwise ?
From: The Bill of Obligations -Ten Habits of Good Citizens
by Richard Haass, Penguin, (2023)
OBLIGATIONS:
1. Be Informed: Barack Obama, “Democracy doesn’t work if we don’t have an informed citizenry.” Reading. Reflection. Conversations.
2. Get Involved- Democracy depends on ‘rule by the people’ rather than ‘of the people.’ Vote for all ballot candidates, be INFORMED. Pursue oversight. Governance is not a ‘spectator sport.’
3. Stay Open to Compromise-See that necessary work results in action. Principle of mutual concession. Seek balance.
4. Remain Civil- Manners. Respect. Courtesy. Politeness. Community over chaos. Control passion. View presentations you disagree with.
5. Reject Violence-Restricted use of armed force against others by individuals FOR POLITICAL PURPOSES upholds the ‘rule of law.’
6. Value Norms- Unwritten traditions, rules, customs, conventions, codes of conduct, practices that reduce friction. Furnishings that frame the laws and structure of Democracy.
7. Promote the Common Good- A stake in the overall well-being of the community. Inescapable network of mutuality-well beyond “rugged individualism.” Equal opportunity not outcomes. Fairness.
8. Respect Government Service -Imperfect or flawed government must suggest better and active expertise in governance values.
9. Support the Teaching of Civics- Like the Service Academies do to avoid a ‘civics deficit’ worse than any ‘budget deficit.’ Why has public school education been crowded out from core intellectual curricula, basic, remembered civics instruction? Instruction in practicing the habits of democracy!
10. Put Country First – Before party and person. Human nature requires guardrails if our ‘better angels are to prevail’ in all branches and levels of government. John F. Kennedy’s, PROFILES IN COURAGE, stories of eight Senators who used personal virtue and character in service of the national interest as motivation for action rather than personal or political gain.
John, I see you have a depth of understanding into my being. I am humble and honored that you will find my writings noteworthy. It seems you have a far more understanding than I have myself. Perhaps you can enlighten me to my cause that my grammar and frequent use of YouTube has hindered it’s advancement.
We live, we love, we learn, do not let the generational Gap of Technology hinder your advancement in your cause. Perhaps you should adopt the use YouTube to advance your cause to preserve protect democracy. You are never too old. Besides don’t you want to reach a new generation of eligible voters, before it’s too late?
Perhaps I have a Cause, but it’s not entangled with a coded side. Is your cause to preserve, protect democracy identified with a coded side? If so, are you trying to place me into a coded/box.

AS a youth Jimmy Carter was the President of the United States, I remember he was from Plains Ga. My father was from Mississippi, he was so excited that a man from rge south was president. The economy was not so great as I recall, gas crisis, but it was fun, peanut farmer, Billy Carter, Billy beer, Roselyn Carter graceful first lady, Amy Carter. Amazing how time flies, Amy is all grown up. Jimmy got a bad deal from Iran, He had a huge problem with hostages , they released those hostages while Ronald Regan was taking office and Carter was flying off in the chopper back to civilian life. A life spent in service to humanity, Habitat for that matter, Banging nails not for the photo op but for the his fellow man, Rest in peace President Carter, thank you for your service in Navy, as POTUS and as a man who gave back.
