As Investigation Continues, Will The Feds Get Involved?

Officials in the city’s Labor Relations Department last week conducted due process disciplinary hearings involving three city employees suspended with pay over allegations involving nearly $400,000 in subcontract work on city projects. Followup interviews will take place before final decisions are made about employment status.

Two of the suspended employees, Art Harris, director of the city’s construction management program and Robyn Stephanie Waul-Blake, administrative assistant in the Public Facilities Department, formed Nybor Construction (Robyn in reverse) that received the subcontract work through the city’s Minority Business Enterprise Program.

Dennis Scinto Jr., the city’s contract compliance officer, was also suspended. Scinto’s involvement appears to center on what he knew as the compliance officer rather than having any financial interest.

City officials, in conjunction with city police, are trying to determine if any federal money involved in the subcontract work was paid out to the city employees. If that becomes the case, the city will then ask the feds to step in. Such a move could lead to multiple-agency involvement. And that’s no fun.

It is against city, state and federal law to run work or material cost for a project funded by same through a contractor’s books to circumvent the minority participation awarding part of such contract, for that sole purpose, and that contractor receiving a monetary percentage for that sole purpose. Meaning that by statue contractors must perform work on the project.
    Even more disturbing is the fact one of the primary contractors was given Nybor Construction’s name by the Program Administrator for the City of Bpt, which is O&G Construction, who knows Robyn Stephanie Waul-Blake professionally as they interact daily on city business along with Art Harris. So they know both are city employees. Debra Caviness also helped Robyn and Art fill out the forms for the Wbe company that was formed, NYBOR Construction.
    Last but not least Charlie Carroll who is their director was aware they were getting these contracts under very dubious and questionable circumstances. Now they are to made examples of, also the scapegoats. Charlie should have at least asked his subordinates what was going on or questioned the legality of such arrangements, you’d think. So we hear now Charlie will be assuming control of Construction Services, the fox guarding the hen house. Where there is confusion there is money to be made and lots of it. What do you think Lennie; is it just me or has the smoke turned to fire?

      No way a scam goes on like this and the uppers would turn their backs unless the green was flowing uphill.

      1. It doesn’t seem possible no one knew. Not when they all work in the same building and see each other every day. I want to know why the worker bees are getting called in and the head honchos are off the hook. The entire MBE office and everyone connected to it should be investigated.

  2. Lennie, do you think the Feds should get involved, does it sound familiar what’s going on? I think it does, just the players on the receiving end are not after $1.00 per sq ft they are just trying to keep their wives busy and working. Also a little walking-around money, because these slugs don’t know good wine from vinegar.

  3. It’s so easy getting info out of the annex, all the rats are eating cheese in the same bldg and the worker bees are not happy, my spies are in every office. The rats don’t know who is loyal to them or just listening for info and playing nice. You kill from within, not from the outside.
