City officials are moving to unload long-vacant municipal property downtown for a small apartment building.
“I like the location,” local minority developer Douglas Woods said Monday after a pair of Bridgeport City Council committees — contracts and economic development — authorized selling him the connected lots at 157 and 171 Golden Hill St. for $250,000. “I think downtown is already growing and will continue to grow.”
The grass-covered land is across the street from the Golden Hill state Superior Court and tucked behind the Salvation Army’s Elm Street location. The city acquired it over two decades ago, knocking down a couple small office buildings that had occupied the site.
The bid that Woods’ company, Douglas Allen Group, submitted in 2025 pitched an 8-story, 74-apartment structure with underground parking. But during Monday’s meeting, Woods clarified that will likely be 30 to 40 units and only four levels. Around eight of the units will be more affordably priced, the balance market rate.
Construction is estimated to take around two years. Woods claimed his portfolio already includes some housing in the East Side and East End.
