It makes a little bit of sense to shift correctional philosophy toward rehabilitation and away from punishment. Putting offenders behind bars? Sure, no argument from me. Helping youthful offenders find a more fruitful direction in their lives is not coddling them. It's more practical than simply warehousing them 'til their sentence has been completed.
